Iowa's Child Welfare Information System (CWIS), containing child abuse, adoption, and foster care data, has been active since July of 1997. Data from CWIS are routinely used to monitor services and practices at the client level and administrative level.

Some data elements, primarily dates, were mismapped in the transfer from CWIS to AFCARS causing the appearance of missing data for many of the foster care data elements. Also, the initial submission for child abuse data was not timely, therefore, data are not reflected for this period even though those data are available. The requested data are present in CWIS, and the mapping issue has been addressed for more recent submissions, as well as procedures to assure timely, accurate submissions.

Iowa routinely tracks and monitors child safety and permanency, and the status of children in foster care and adoption based upon data from the CWIS system.

Data are used to examine a variety of elements, such as the number of children currently in foster care, length of time in care, number of finalized adoptions, time from TRP to adoption, ASFA compliance issues, confirmed abuse, repeated abuse, and type of abuse.

Each data item can be analyzed by age of the child and other demographic factors including location. We are also in process of putting the data into extract files that can be accessed locally to improve our ability to monitor client results and manage programs and budgets.
