To improve data quality, Indiana began implementation of the Indiana Child Welfare Information System (ICWIS) in March of 1997. Technological challenges delayed implementation, so it was not fully functional statewide until January of 1999.

During implementation, data from our legacy system was converted to ICWIS and significant staff effort was taken to clean data, to enter historical data for the period during which both systems were inoperable, and to become current with daily data entry. This has been a significant challenge.

Due to the lengthy implementation process, Indiana is not fully represented in the outcome data included in this Annual Report. I would like to stress that this is an area of ongoing work and we are strongly committed to improving data collection and data integrity for future reports. State-developed performance outcomes are tracked on a monthly basis, and continual program monitoring and evaluation is on-going.

Because permanency and stability are top priorities for Indiana, it is encouraging to see high marks for Indiana in these areas. Indiana also is proud, and very pleased, to be awarded the sixth-highest adoption incentive payment this year.
