New York's SACWIS system, CONNECTIONS, is partly implemented. Child protective data and facility and resource information are operational. Currently, NCANDS data are being submitted through the SACWIS system; AFCARS data continue to be reported through legacy systems and are unable to meet some reporting requirements. Significant efforts are being made to support the production of the outcome measures until full SACWIS implementation. Data to support the reporting of the outcomes will be substantially enhanced in future submissions. Expected reporting in subsequent years follows:

Child Welfare Context Data, Sections B and D: The age, race, ethnicity, and maltreatment type data were not provided to NCANDS in 1997 due to SACWIS conversion issues. These data will be supported prospectively.

Fifty-four percent of children currently waiting for adoption have had parental rights terminated. Discreet dates of maternal and paternal freeing are recorded in case records; only the date the child is completely freed is recorded in the State's legacy systems. Adjustments will be made in the mapping of future reporting to accommodate this measure.

Child Welfare Outcome Data, Measure 1: Data were not submitted until after the deadline. Full data were submitted with the 1998 DCDC and will be supported prospectively.

Child Welfare Outcomes Data, Measures 3.2 and 6.1: The SACWIS functionality that supports this reporting is not yet operational.

Child Welfare Outcome Data, Measure 4.2: Missing data have been addressed and are now being fully reported. Currently, 12.6 percent of children entering care have had a prior placement within 24 months.
