Utah's Division of Child and Family Services data that appear in the Annual Report to Congress is different than data generated from the Utah SACWIS system. It appears that the number of discharges from foster care and the number of adoptions is under-reported. State data systems report 346 adoptions in FY98. Analyses performed by the Department of Health and Human Services may account for this. We would suggest that Congress take into consideration that these numbers may be deflated when reviewing the data.

Utah has a strong tradition in use of data from its computer system. Ongoing monthly and quarterly reports and annual outcome measures reports are generated from our SACWIS system. These data are also used for performance management and evaluating those outcomes of children and families served. National trends are used to evaluate how Utah compares to other States. Utah outcomes are available on our web-site at www.hsdcfs.state.ut.us.
