Data were not available to calculate outcome measures 1.1 and 2.1 for 1998 because Indiana did not begin submitting the NCANDS Detailed Case Data Component until Federal Fiscal Year (FFY) 2001.


With regard to the data in Section B on child fatalities, in 1998 there were an unusually high number of child fatalities in Indiana, due in part to two house fires that claimed the lives of 13 children.


The data in Section C indicate that there were 3,756 more children in care on October 1, 1998 than there were on September 30, 1998. Many of the children who were reported as being in care on October 1, 1998, should have also been reported on September 30, 1998. Some of the data from FY 1998 are unreliable due to the implementation of a new system on March 1, 1997.


The data in Section D indicate that the number of children waiting to be adopted increased from 443 in FY 1998, to 2,399 [later revised to 2,632] in FY 1999. The significant increase in the number of children waiting to be adopted is due to the fact that in 1998 the reports were being hand-counted. The increase may also be attributed to introduction of the federal adoption incentive program.


The data in Section E indicate that almost all (99.7%) of the 759 children reported as adoptions were also reported as Hispanic. This anomaly was due to a coding error that was not found until review of this document. The problem has been corrected and will be reflected in future reports.


The data in Section E indicate that 759 children were adopted in FY 1999 (from the AFCARS Adoption Database). However, as shown in outcome measures 3.1 and 5.1, only 339 of the exits from foster care (from the AFCARS Foster Care Database) were reported as discharges to adoption. Reports of discharges to adoption and number of adoptions are derived from different data fields in ICWIS. The discrepancy between the adoption information from the Adoption Database and the information from the Foster Care Database may represent a tendency among workers to identify discharges to adoption as "other" due to concerns about confidentiality. We will be addressing this issue in all future training sessions and in system user guides. [Indiana did address this issue and resubmitted their exit to adoption data and now report 734 exits to adoption for 1999.]
