Data to calculate outcome measure 2.1 was not available for the 1998 reporting period. Kentucky made revisions in TWIST and was able to report data for 1999.


[Kentucky submitted the following data to correct the data shown in Context Data: Section B.] Kentucky’s 1999 NCANDS file included 17,703 child records from previous reporting periods that reached a disposition in the 1999 reporting period. The actual number of child reports for 1999 that reached a disposition in 1999 was 45,681. The number of child maltreatment victims in reports with a disposition in 1999 was 13,832. Of the 13,832 child maltreatment victims, 7.6% were under age 1, 32.5% were ages 1-5, 32% were ages 6-10, 22.5% were ages 11-15, and 5.4% were 16 and older. Also, of the 13,832 child maltreatment victims, .1% were Alaska Natives, .2% were Asian/PI, 14.1% were Black, .3% were Hispanic, and 78.4% were white. We were unable to determine race/ethnicity for 6.9%. Finally, of the 13,832 child maltreatment victims, 3.1% experienced emotional abuse, 65.1% experienced neglect, 27.4% experienced physical abuse, and 6.8% experienced sexual abuse.


With respect to the “missing ” data for outcome measures 3.2 and 3.3., Kentucky has made revisions to TWIST to make "reason for discharge" a mandatory field. This was made effective in July of 2000.


The data in section D reflects the number of children with a permanency goal of adoption rather than the number of children who have had parental rights terminated. We are making changes in TWIST to accurately reflect the number of TPRs for the 2002A AFCARS submission.


The data for outcome measure 7.1 includes children in institutional emergency shelters, psychiatric settings, and private agency foster homes. Changes were made to TWIST in July of 2000 to allow us to identify those children who were placed in private agency foster homes and shelters and those children who were placed in institutions. We also were incorrectly mapping psychiatric placements as institutions.


The discrepancy in section E (between the number of adoptions reported for the Adoption Database and the number of exits to adoption reported for the foster care data base) is due to the fact that we report our adoptions from a legacy system and the reason for exits from foster care from our SACWIS system. Staff is not entering the correct exit reason into our SACWIS system.
