With respect to measures 1.1 and 2.1, in 1998 and 1999 the Minnesota state child maltreatment information system did not collect the necessary data elements to calculate recurrence of abuse or neglect or incidence of abuse or neglect while in foster care. Prior to the implementation of our Social Services Information System in 1999, data on recurrence of child abuse and neglect were not consistently tracked using one data system. Also, information on the incidence of child abuse and neglect in facilities was housed in different places within the state and the data were not easily coordinated. Therefore, the data were not available for the current Annual Report.


With the implementation of our Social Services Information System, we are now able to provide information on recurrence of child abuse and neglect beginning with the 2000 maltreatment data. We expect to coordinate the storage and reporting, in the standard NCANDS format, of the incidence of child abuse and neglect in foster care facilities by 2002.


With respect to Section C, there were fewer numbers of children in care on October 1, 1998 than on September 30, 1998. When comparing between timeframes (i.e., the end and beginning of a federal fiscal year), the number of children remaining in care at the end of the timeframe will not be the same as the number of children continuing in care at the beginning of the next timeframe because:


• Counties update and correct their records after the date a report is due
• Minnesota's reporting process considers only the last episode of care when categorizing the status of a child during any given year. Therefore, a child that remains in care at the end of one year and experiences an exit and reentry into care the during the subsequent year might not be counted as exiting care during the subsequent year but will be counted as entering care.


For outcome measure 7.1 pertaining to the percent of children ages 12 or younger placed in institutions, Minnesota’s numbers may be higher than other states because of Minnesota's use of facilities to provide emergency shelter and because these non-family placements are categorized (in AFCARS) as institutional placements.
