Missouri continues to be committed to providing the most accurate data possible through our NCANDS and AFCARS transmissions. We continue to enhance our data systems to more completely detail our compliance with the mandates of ASFA and to better serve our families. We have, once again, seen a significant increase in adoptions of foster children. We have also intensified our efforts to safely return children to their families whenever possible. Our Child Fatality Review Panels continue their aggressive pursuit to accurately identify all child maltreatment deaths.
Missouri does not have data for outcome measures 1.1 and 2.1 for
1998 because there was an error in our NCANDS transmission and our
second transmission was not timely enough for the data to be
included here. We do have data for measure 1.1 for
1999.
The data in Section C indicate that Missouri had 955 fewer
children in care on 10-1-98 than on 9-30-98. Our data indicate that
the difference was actually less than ten children. We believe this
underscores one of the problems with the structure of AFCARS
reporting requirements. We believe all of our data would be much
more accurate if we were permitted to update past transmissions
every time we sent a new transmission. These discrepancies are due
to untimely completion of paperwork and do not accurately reflect
our social work
practice.
