Data to calculate outcome measures 1.1 and 2.1 and data pertaining to age or race/ethnicity of maltreatment victims were not available. These data will be available once the state has put its NCANDS DCDC report into production. This report is currently in User Acceptance Testing and is expected to be brought on line by May 2001. The state would be prepared, at that time, to submit reports for past reporting periods.


Data for outcome measure 3.1 indicate that 32.3 percent of the exits from care in FY 1999 did not have "reason for discharge" information. Measures 3.2 and 3.3 also have missing data. In the summer of 2000, the state revised its AFCARS extraction software, with the result that accuracy of reporting of exits from foster care and the reason for them has been increased. A recent extraction of FFY 1999 exit data indicates the missing category is reduced from 32.3% to 19.5%. Moreover, further analysis of data in more recent years (FFYs 2000 and 2001) indicates that missing exit reasons are continuing to decrease. Finally, the state is introducing changes to the user interface for recording exit reason with the expectation that this will increase reporting accuracy and reduce missing data. The state goal is to collect data that accurately reflect outcomes for children in its foster care system.


With regard to the discrepancy between the number of children adopted in FFY 1999 and the number of children cited as leaving foster care for the reason of adoption, our analysis indicates that while 63 children were in fact adopted in FFY 1999, the reason for leaving foster care was not accurately recorded. The state has been adjusting its business practices to better document adoptions. These practices will be further modified to guarantee that the correct reason for leaving foster care will be recorded when children are in fact adopted.
