Ohio’s data for Federal Fiscal Year (FFY) 1999 was not AFCARS compliant with the Federal Guidelines as outlined by the ACF. In March of 1999, Ohio, in partnership with the 88 county Public Children Services Agencies, committed to achieving full AFCARS compliance. This initiative enabled modification to Ohio’s Family and Children Services Information System (FACSIS) and statewide staff training to begin collecting compliant data on all Ohio children in Foster Care and Legalized Adoptions beginning in FFY 2000.


During FFY 1999, Ohio’s AFCARS programming did not extract and report the date of discharge for children who exited foster care due to an adoption finalization. The systematic exclusion of this group of children impacted the data for Outcome Measures 3.1; 3.2; 3.3; 3.5; and did not allow Measure 5.1 to be populated. Ohio has initiated AFCARS program logic modifications.


Prior to October 1, 1999, Ohio’s Race and Ethnicity reporting were combined and tracked by a combined singular race/ethnicity distribution for each child. Therefore, for FFY 1999, Ohio’s reported data for Outcome Measure 3.5 do not accurately reflect the racial/ethnic distribution for children exiting foster care. After October 1, 1999 Ohio’s data system separated the tracking of a child’s Race and Ethnicity. Ohio’s data system now tracks multiple race values for each child and separate ethnicity, regardless of Race.


Using FACSIS data, Ohio’s statistical percentages for Outcome Measures 3.1; 3.2; 3.3; 3.5; and 5.1 have been calculated for the purpose of comparative analysis.
