With regard to outcome measure 2.1 (maltreatment in foster care), the Oklahoma NCANDS submission includes maltreatment in foster care, but excludes maltreatment in institutions. Our records indicate that there were 39 instances of maltreatment in Oklahoma institutions from January 1 through September 30, 1998. [We requested that these be included in the calculation of outcome measure 2.1.] Oklahoma plans to include maltreatment in institutions beginning with the CY 2000 NCANDS submission in June 2001.


With regard to Child Welfare Context Data, Section B, Oklahoma's definition of neglect includes children dying in a house fire, improperly supervised children who die by drowning, etc. Oklahoma also investigates child deaths due to maltreatment even when there are no surviving siblings. These factors may account for the high rate of child fatalities due to maltreatment in Oklahoma.


With regard to Child Welfare Context Data, Section C, the Oklahoma AFCARS extraction process was based on placement entry dates, rather than removal transaction dates, and failed to include all discharges. This resulted in under-reporting of both removals and discharges. Oklahoma will follow the instructions for extracting cases based on removal and discharge transactions dates provided in ACYF-PI-CB-95-09 with the submission period beginning April 1, 2001.


The TPR data in Child Welfare Context Data, Section D, includes only children with a case plan goal of adoption for whom the parental rights of both parents were terminated in 1999.


For Child Welfare Outcome Data, Measure 4.2, Oklahoma over-reported discharges for 1998 and under-reported discharges for 1999 resulting in an inaccurate rate of foster care re-entries (within a 12-month period of a prior episode) for 1999. This will be corrected for the submission period beginning April 1, 2001.


With regard to Child Welfare Outcome Data, Measure 7.1, Oklahoma includes brief stays in shelters in the “Group Homes ” category of placement settings. This may account for the higher percentages Oklahoma has in group-home care as compared to other states.
