The South Dakota Office of Child Protection Services (CPS) voluntarily submits the SDC child safety data to NCANDS on an annual basis. South Dakota CPS did not submit DCDC data as part of NCANDS. However, South Dakota CPS has recently reported the data regarding recurrence of maltreatment and incidence of child abuse and/or neglect in foster care to meet the requirements of the Child and Family Services Review. The information for those items is as follows:

With respect to the discrepancy between adoption data from the AFCARS Adoption Database and exits to adoption reported in outcome measures 3.1 and 5.1 (from the Foster Care Database), children exit foster care when they are placed for adoption. Since AFCARS only looks at adoption when finalized, only 84 of the 110 children that exited foster care were finalized in the reporting period.


Data for outcome measure 4.2 indicate that 36.6 percent of all children who entered foster care in 1999 had been in foster care at a prior time. This is somewhat higher than we expected. The State of South Dakota will be having its Federal Child and Family Services Review this year, to be completed by the end of September 2001. This is an issue we plan to focus on as we complete our Statewide Assessment portion of our Federal Review.
