The 1998 data reflect approximately 6 months of the old social service data system (FSXS) and 6 months of the new system, Wyoming Children Assistance and Protection System (WYCAPS). The 1999 data are exclusively from WYCAPS.


With regard to Section B, NCANDS data, the data are taken from items listed in the NCANDS SDC file. The children subject of an investigative report alleging child maltreatment is the count of intake-child combinations on allegation records. For child maltreatment victims, each child-intake combination reported in (NCANDS) item 3.1 is reported here. If the child was the subject of any substantiated allegations, he or she is included in the number reported as substantiated. If the child was the subject of any pending allegations but no substantiated allegations, he or she is included in the number reported as “Unknown Disposition. ” If all of the allegations associated with a child were unsubstantiated, the child is included in the number reported as “Unsubstantiated. ”


For race/ethnicity, in 1998, the same child could not appear in more than one category. In 1999, the same child could appear in more than one category.


For Maltreatment Type of Child Victims, “Physical Abuse ” includes dangerous acts; “Neglect ” includes educational neglect, negligent treatment, lack of supervision, and abandonment. “Medical Neglect ” includes nutritional deficiency and intentional drugging. The WYCAPS system does not allow “unknown ” for a substantiated allegation of maltreatment.
