General: The SACWIS system, Child Reporting and Information System (CHRIS), was rolled out in increments, beginning in July 1997. There were a number of conversion problems during the year. In general, the numbers of substantiated reports and child victims may have been undercounted. The previous legacy systems were three separate information systems: CPS, which recorded the referrals; Client Eligibility System, which recorded the opening of cases; and Foster Care and Adoption System, which provided more detail about children in placement or finalized for adoption. These systems were not integrated. For example, substantiated reports could not be accurately tied to case openings.
Item 2.1: Under CHRIS, screened-out reports are recorded. The numbers of such reports will be available for 1998.
Item 7.1: The number of workers on the payroll as of January 1, 1997, was obtained from the Arkansas Human Resource Management System Position Control Report. New hires in the appropriate clarifications were added and employees who had resigned by December 31, 1997, were subtracted.
