Item 1.1: The number of families is the average number of prevention cases open at the end of each month during FY97. The number of children was estimated based on the average number of children per family in CPS cases.
Item 2.1: Of cases not referred for CPS investigation, 2,218 were added to an already pending or open CPS case and 1,688 were transferred to another appropriate agency, county, or State for intake.
Item 3.2: "Children Not Substantiated" includes 9,178 non-victim children in substantiated family cases.
Item 3.3: The State does not count children who receive services. The number in 3.3.A was extrapolated from the number of families who receive services.
Item 3.5: The number of substantiated children removed from the home is based on the living arrangement of children at the close of a CPS case. A small number of these may eventually have been determined to be unsubstantiated, with children placed on an emergency basis only.
Item 4.1: "Other" includes abandonment, improper supervision, and failure to protect.
Item 4.8: This is an estimate based on the proportion of family cases handled by the courts (39 percent) and the total number of victims.
Item 4.9: Juvenile court law provides that virtually all victims have a court appointed representative.
Item 7.1: This is the number allocated in the fiscal year budget.
Item 7.2: This is an estimate based on a January-June 1998 study that showed that 7.4 percent of time was spent on screening/intake.
