How to Send a Formal Submission

Please send an electronic copy of your submission to the Division of State Systems (DSS) analyst assigned to your state or tribe prior to submitting it in hard copy. This ensures that we receive the document, alerts us to the pending hard copy submission, and allows us to start reviewing the submission sooner than if we had to wait for the receipt of the hard copy.

You can send submissions to DSS by U.S. Postal Service or alternative couriers (e.g., UPS, FedEx). A copy of all submissions also should be sent to the appropriate AFC Office of Regional Operations and the Regional Office Program Manager. ACF Regional Offices serve as the first point of contact for information and assistance for states and tribes operating child welfare programs.

Submissions sent to the Division via the U.S. Postal Service should be addressed as follows:

JooYeun Chang
Associate Commissioner
Children's Bureau
370 L'Enfant Promenade, S.W.
Washington, DC 20024

Attn:
Mr. Terry Watt, Director
Division of State Systems
Room 8136, 1250 Maryland Avenue SW

Submissions sent to the Division via alternative couriers (FedEx, UPS, etc.) should be addressed as follows:

JooYeun Chang
Associate Commissioner
Children's Bureau
8th Floor
1250 Maryland Avenue SW
Washington, DC 20024

Attn:
Mr. Terry Watt, Director
Division of State Systems

As the Portals Office Building at 1250 Maryland Avenue is a privately owned building, there may not be anyone available to receive a Saturday delivery.
