How to Send a Formal Submission

Please send an electronic copy of any formal submission to the Division of State Systems (DSS) director and the analyst assigned to your state or tribe. In addition, an electronic copy of any submission should be sent to the appropriate Children’s Bureau Regional Office Program Manager. Along with all relevant documents, the electronic submission should include a scanned copy of the cover letter signed by an individual authorized to submit Advance Planning Documents (APDs). A paper copy of the submission is not required unless specifically requested by staff from the Children’s Bureau.

While we discourage it, hard copy formal submissions may be sent to DSS by U.S. Postal Service or alternative couriers (e.g., UPS, FedEx). A copy of all paper submissions also should be sent to the appropriate Children’s Bureau Regional Office Program Manager. ACF Regional Offices serve as the first point of contact for program information and assistance for states and tribes operating child welfare programs.

Submissions sent to DSS via the U.S. Postal Service, or via alternative couriers (FedEx, UPS, etc.), should be addressed as follows:
