Children's Bureau-Funded Child Welfare Reviews Project
Children's Bureau-Funded Child Welfare Reviews Project - The Children's Bureau funds the Child Welfare Reviews Project, which provides support to the Children's Bureau in administering child welfare reviews. The four components of the project are:
- Support for the Child and Family Services Reviews (CFSRs)
- State Team Training
- Training and Technical Assistance (T/TA) to State Legislatures on the CFSRs
- Title IV-E Foster Care Eligibility Reviews
The Support for the CFSRs component assists the Children's Bureau in administering the reviews. Responsibilities include designing and implementing an automated review system; recruiting consultants for the CFSRs; designing and conducting trainings for consultant reviewers, Consultant Co-Local Site Leaders, and cross-State participants; supporting the Children's Bureau in planning and facilitating the reviews; and assisting the Children's Bureau Central and Regional Offices in tracking the status and outcomes of the reviews.
This project component also works with the Central and Regional Offices to assist with all other aspects of CFSR implementation. Primary efforts include CFSR onsite review preparatory activities, direct support for CFSR Unit State Team Leaders, and consultation with States on developing Program Improvement Plans. Other project responsibilities include analyzing CFSR findings, producing Final Reports, monitoring Program Improvement Plans, and partnering with States to identify technical assistance needs and craft appropriate technical assistance. The State Team Training component trains State agency staff on the CFSRs on behalf of the Children’s Bureau. All State Review Team members who will be serving on the onsite review portion of the CFSRs are required to participate in a training on the CFSR process. The component conducts these trainings for State Review Team members approximately 2 weeks before each State’s onsite review. The T/TA to State Legislatures on the CFSRs component is designed to assist State legislators and State agency staff on child welfare reform and the CFSRs, including promoting strong working relationships and communication between legislators and agencies. The Title IV-E Foster Care Eligibility Reviews component assists the Children's Bureau in administering the title IV-E foster care eligibility reviews (IV-E reviews). Responsibilities include recruiting and training peer reviewers for the IV-E reviews, supporting the Children's Bureau Regional Office staff in planning the reviews, providing support to the Children's Bureau Central and Regional Office staff on post-review followup, and preparing reports on topics related to the reviews.
