AFCARS Assessment Improvement Plan - General Requirements

1. Include all children who are in the placement, care, or supervision responsibility of the title IV-B/E agency who are on "trial home visits" ((Child Welfare Policy Manual, section 1, AFCARS.) blank cell Include in the extracted population those children that remain in the State's care, placement, or supervision while the child has been returned home. If there is a specified period of time for the return, the State must continue reporting the child during that time. If there is no specified period of time, then the State may submit the record showing a discharge due to reunification at six months. blank cell blank cell
2. Adoptions prior to 10/1/94, with title IV-E adoption subsidies, report aggregate data (45 CFR 1355.40(a)(3)). blank cell State must submit an aggregate adoption subsidy file. Contact the Children's Bureau for guidance on constructing the file. blank cell blank cell

1. The data must be extracted from the data system as of the last day of the reporting period (45 CFR 1355.40(b)(1)). blank cell Extract dates that occur only prior to the end of the report period.

Extract the information that is current as of the end of the report period.

2. The State converted all cases, and has the capability of entering historical data on cases that re-open for foster care. blank cell Enter or update dates of removal, the number of removals, the date of latest discharge, date of latest removal, and placement information on all open cases that precede 1993.

For cases that re-open, ensure that all historical information related to removal dates, number of removals and date of latest discharge are entered into the system.

3. The State uses sequential numbering of the case record number or encrypts the record number. (Appendix A, 45 CFR 1355 Foster Care Data Elements and Appendix B, 45 CFR 1355 Adoption Data Elements) blank cell Modify the method used for extracting case record numbers, as of the 2002A file. ACF recommends the State use an encryption routine.

Record Numbers will be reported in the current way through 2001B.
