For families that receive intensive in-home services and the child(ren) are placed in a foster home while the parents receive respite services, caseworkers must enter these stays (for more than 24 hours) as removals from home with a voluntary placement agreement.

Workers must record these as "placements" and not discharges from care. If the child is returned home for a specified period of time, the State must report the child in AFCARS for the full specified period of time. If it is for a non-specified period of time, and the child is home for six months without being discharged, then the worker can enter the case discharged at that time for AFCARS purposes.

The data must be extracted from the data system as of the last day of the reporting period (45 CFR 1355.40(b)(1)). blank cell There are dates reflecting activity that occurs outside of the AFCARS report period. The State needs to modify its extraction code to pull data reflecting activity that occurs prior to the end of the report period.

Post site-visit analysis: The State has modified its program code to check for and extract dates that occur prior to the end of the report period.
