1. Must include all children in foster care for whom the agency has responsibility for placement, care, or supervision (45 CFR 1355.40(a)(2)).
  • All children who are required to be provided the protection of section 422(b)(10) of the Social Security Act (the Act) (Appendix A - SECTION II).
  • All children supervised by or under the responsibility of another public agency with which the title IV-B/E agency has an agreement under title IV-E and the State makes title IV-E foster care maintenance payments (Appendix A - SECTION II).

a) Include foster care children that are placed in juvenile justice settings, i.e., "boys school," "girls school," "jail," "state hospital," and "detention." Continue reporting these children as long as the agency retains responsibility for placement of the child, and the intent is that the child will return to a foster care placement. See Children's Bureau's Child Welfare Policy Manual, Section 1, AFCARS for additional guidance.

b) Include children that are in "independent living" in the population selection routine.

2. Include all children who are in the placement, care, or supervision responsibility of the title IV-B/E agency that are on "trial home visits" (Child Welfare Policy Manual, section 1, AFCARS). blank cell Include in the extracted population those children that remain in the State's care, placement, or supervision while the child has been returned home. If there is a specified period of time the child will be at home, the State must continue reporting the child during that time. If there is no specified period of time, then the State may submit the record showing a discharge due to reunification at six months. blank cell blank cell

2. For children who were discharged during the period, information on the most recent episode is extracted. blank cell Extract all relevant data for the removal period prior to the child's discharge. blank cell blank cell
3. The State converted all cases, and has the capability of entering historical data on cases that re-open for foster care. blank cell
