To Top of Page1/ The Mandatory allocations were appropriated by the Social Security Act as amended by the Deficit Reduction Act of 2005 (Public Law 109-171). The Discretionary allocations were appropriated by the FY 2009 Omnibus Appropriations law (Public Law 111-8), which included Targeted Funds that must be spent on resource and referral and school-age care activities. The American Recovery and Reinvestment Act (ARRA) allocations were appropriated by Public Law 111-5.
