2. Applicable Regulations, OMB Circulars, and CertificationsPoliciesLegislation and regulations represent the first two levels of rulemaking. The third level of rulemaking is referred to as policy. Policies are developed to guide the implementation of a regulation. Generally, new policies are developed and existing policies are updated in response to changes in the body of knowledge concerning "best practice," or because of frequent misinterpretation of the meaning of a regulatory requirement. Policies are generally issued in the form of a Policy Announcement (PA), Information Memorandum (IM), or Program Instruction (PI).
