Compassion Capital Fund Fact Sheet

Overview

  • The Compassion Capital Fund (CCF), created in 2002, is a key component of President Bush's faith-based and community initiative.
  • CCF helps faith-based and community organizations increase their effectiveness and enhance their ability to provide social services by building their organizational capacity.
  • CCF works through intermediary organizations that serve as a bridge between the Federal government and faith-based and community organizations. Intermediary organizations provide technical assistance and capacity-building sub-awards.
  • CCF’s Communities Empowering Youth program seeks to build the capacity of faith-based and community groups working to combat gang activity and youth violence.
  • CCF also awards one-time capacity-building grants of $50,000 directly to faith-based and community organizations.

Funding

  • In the first year, FY2002, Congress appropriated $30.0 million
    • $24.7 million was awarded to 21 intermediary organizations.
    • Remaining funds were used to establish a National Resource Center, evaluate promising practices, and support research regarding faith-based and community organizations.
  • In the second year, FY2003, Congress appropriated $34.7 million.
    • Second-year awards were made to the 21 existing intermediaries.
    • $5.6 million was awarded to ten new intermediary organizations.
    • 52 one-time $50,000 awards were made to help build the capacity of faith-based and community organizations addressing the needs of at-risk youth and the homeless.
  • In year three, FY2004, Congress appropriated $47.7 million.
    • Third-year awards were made to the first 21 intermediaries, second-year awards were made to the ten second-year intermediaries.
    • $6.8 million was awarded to 14 new intermediary organizations.
    • 102 one-time $50,000 awards were made to help build the capacity of faith-based and community organizations addressing the needs of at-risk youth, the homeless, those living in rural communities, and organizations providing marriage education to couples who choose marriage for themselves.
  • In FY2005, Congress appropriated $54.5 million.
    • Third-year awards were made to the ten intermediaries from FY 2003, second-year awards were made to the 14 intermediaries from FY 2004.
    • $17.7 million was awarded to 20 new intermediary organizations in the form of one-time 17-month awards.
    • 310 one-time $50,000 awards were made to help build the capacity of faith-based and community organizations addressing the needs of at-risk youth, the homeless, those living in rural communities, and organizations providing marriage education to couples who choose marriage for themselves.
  • In FY2006 Congress appropriated $64.4 million.
    • Third-year awards were made to the 14 intermediaries from 2004.
    • $5 million was awarded to ten new intermediary organizations in the form of one-time 17-month awards.
    • 310 one-time $50,000 awards were made to help build the capacity of faith-based and community organizations addressing the needs of at-risk youth, the homeless, those living in rural communities, and organizations providing marriage education to couples who choose marriage for themselves.
    • $30 million was awarded to 100 organizations as part of the new Communities Empowering Youth program.
  • In FY2007 Congress appropriated $57.8 million.
    • $17.6 million was awarded to 37 new intermediary organizations through the CCF Demonstration Program. Demonstration program grantees provide assistance to build the capacity of smaller faith-based and community organizations in their community.
    • $7.5 million was awarded to 31 organizations participating in the Communities Empowering Youth program. Under this program, organizations committed to combating gang activity, youth violence, and child abuse and neglect will receive funds to strengthen their own capacity. They will also build the capacity of their faith-based and community partners to operate more effectively in strengthening community coalitions committed to providing positive alternatives for at-risk youth across the country.
    • Second-year awards were made to the 100 Communities Empowering Youth organizations from FY2006.
    • $10.3 million was awarded in one-time $50,000 awards to 219 faith-based and community organizations through the Targeted Capacity Building Program. These awards will increase the capacity of these organizations to support at-risk youth and the homeless, strengthen marriage and serve rural communities.

Legislative Proposal

The President proposes permanent authorization of this program. It is currently being operated under the Secretary’s Demonstration and Research Authority.
