As authorized by section 459A(a)(1) of Title IV-D of the Social Security Act (42 U.S.C. sec. 659A(a)(1)), and with the concurrence of the Secretary of Health and Human Services, I hereby declare Ireland to be a foreign reciprocating country.

This declaration shall take effect on September 10, 1997.
