RE: Case Closure Transactions
As part of the Federal Office of Child Support Enforcement's continuing outreach efforts to states, the CSENet team would like to share a proposed solution to handle discrepancies regarding the CSENet-related changes that were part of FPLS
Release 03-01.
Several questions have arisen regarding the processing of two closing transactions, specifically MSC P GSC01 and MSC P GSC04. To clarify, states have been encouraged to discontinue using these obsolete transactions in preparation for their eventual deletion. However, since FPLS Release 03-01 was a Minor Release, some states have yet to implement changes and thus may continue to send GSC01 and GSC04 Reason codes.
In the interim until all states implement the changes, the CSENet team is proposing the following solution:
If GSC01 is received by a state, then convert to GSC02 and process accordingly.
If GSC04 is received by a state and the child is at least 18 years old, then convert to GSC4A and process accordingly.
If GSC04 is received by a state and the child is less than 18 years old, then convert to GSC4D and process accordingly.
A state that has programmed the deletion of the GSC01 and GSC04 Reason codes has found this to be a workable solution. We welcome your suggestions of other options and insight on how your state is handling the changes if you have already programmed the deletion.
