PART 1.0 Option to Receive NDNH Proactive Match Records that Fail FINALIST (FCR 1468)

1.1 Summary of Changes

FCR processing is being modified as follows: If an NDNH Proactive Match Response contains an address that fails FINALIST's address scrubbing routines, the FCR will provide states with the option to receive the incorrect address in addition to the associated Address Scrubbing Code(s).

1.2 Background

Currently, the NDNH-to-FCR and FCR-to-NDNH Proactive Match processes do not send matched records to a state if the address in the record fails the FINALIST address scrubbing routines.

The Regional Data Quality calls, some states asked to have the originally-submitted address returned to them, even if the address failed address scrubbing. These states indicated that these records could provide additional information from which leads may develop that might help improve their locate and employment information.

To account for the fact that the desire to receive questionable addresses is not unanimous among all states, this change is being implemented so states have the option to receive these records.

1.3 Description of Changes

FCR processing is being modified to provide states with the option to receive NDNH Proactive Match Responses that contain an address that fails the FCR's address scrubbing routines. In such an instance, the address would be returned with the Address Scrubbing Code(s) that indicate up to two of the reasons why the address failed.

To1 receive proactive match records that have failed the FINALIST address scrubbing routines, a state must complete and submit the "Request to Receive NDNH Proactive Match Records that Fail Address Scrubbing Form", which follows as Appendix A, to the following address:

1.4 Impact on States

There is no impact on states that do not elect to exercise this option. Addresses that fail FINALIST on proactive matches will continue to be suppressed unless a state submits a completed "Request to Receive NDNH Proactive Match Records that Fail Address Scrubbing" Form.

States that elect to receive NDNH Proactive Match response records that fail FINALIST must ensure that their systems are able to process the returned record, including the associated Address Scrubbing Code(s).

1.5 Response Record Layouts

Appendix B, "Response Record Layouts", provides the state with the revised record layout for this change. The revision is a minor wording clarification in the "Comments" cell of the "Address Scrub Indicator 1" field.

2.1 Summary of Changes

FCR processing is being modified as follows: If an NDNH W-4 Locate Response contains an employee record for which the Employee Address is blank, the FCR will not return that record.

2.2 Background

Currently the FCR, under certain rare conditions, returns an NDNH Locate Response Record with an address that is completely blank.

In the Regional Data Quality calls, states asked that the Employee Record not be sent if the employee's address is missing; they felt that it is not beneficial to receive the record if there is no address information to process. This will make Locate processing consistent in this respect to Proactive Match processing, which does not return a record in which the address is blank.

2.3 Description of Changes

W-4 Locate Responses that contain a blank Employee Address are of no value to states. FCR processing is therefore being modified to suppress the return of a record if an NDNH W-4 Locate Response contains an employee record for which the Employee Address is blank.

2.4 Impact on States

This change does not require programming changes by states. Eliminating records that provide no value to states will reduce the amount of information that states must process.
