PART 1.0 CREATE AN EDIT FOR ASTERISK AND BACKSLASH IN THE CASE ID (FCR 1871)

1.1 Summary of Changes

The Federal Case Registry (FCR) is being modified to disallow the use of asterisks and backslashes in the FCR Case ID field.

1.2 Background

As a result of the Interstate Case Reconciliation (ICR) project, states have been directed to ensure that they are using the same Case ID, formatted in the same manner, for all external data exchanges, including the FCR. In order to support this directive, there is a need to perform consistent editing of the Case ID throughout the FPLS systems. This enhancement supports OAPO goals for providing more effective interstate communications, the ICR project, and ongoing Case ID synchronization. 

1.3 Description of Changes

The FCR edit program has been modified to perform enhanced editing of the Case ID field.  The special characters asterisk (*) and backslash (\) are no longer allowed in the Case ID field.

These changes affect the following specific transaction types:

  • FCR Case add transactions (Record Type 'FC' with Action Type Code 'A')
  • FCR Case ID change transactions (Record Type 'FC' with Action Type Code 'C') with previous Case ID greater than spaces
  • FCR Person add transaction (Record Type 'FP' with Action Type Code 'A')
  • FCR Person Locate transactions (Record Type 'FP' with Action Type Code 'L' and a Locate Request Type of 'CS')
  • FCR Query transaction (Record Type 'FR')

The following transaction types are excluded from the enhanced edit:

  • FCR Case change transactions (Record Type 'FC' with Action Type Code 'C') with previous Case ID of spaces
  • FCR Case delete transactions (Record Type 'FC' with Action Type Code 'D')
  • FCR Person change transaction (Record Type 'FP' with Action Type Code 'C')
  • FCR Person delete transaction (Record Type 'FP' with Action Type Code 'D')

Error code TE005 will be issued for transactions that fail the new enhanced Case ID edit. A new condition has been added to error code TE005 to describe this edit as follows:

If the record identifier is 'FP' with Action Type Code 'A', the Case ID may not contain an asterisk or backslash.
If the Action Type Code is 'L' with a Request-Type of 'CS', the Case ID may not contain an asterisk or backslash.
If the Action Type Code is 'L' and the Locate Request Type is 'CS', the Case ID must be present and not equal to zero or all spaces.

FR
Case ID must be present and not equal to zero or all spaces if the Record Identifier is 'FC' or 'FR'. If the record identifier is 'FC' with Action Type Code 'A', or the Record Identifier is 'FC' with Action Type Code 'C' and there is a Previous Case-ID, or the Record Identifier is 'FR', the Case ID may not contain an asterisk or backslash.
Note: If Case ID is present, a space is not allowed in the first position.

1.4 Impact on States

Specific add, change, locate and query transactions containing special characters in any position of the Case ID field will be rejected and error code TE005 will be returned.

PART 2.0 RETURN SELF-EMPLOYMENT INFORMATION ON SSA LOCATES (FCR 1875)

2.1 Summary of Changes

The FCR and FPLS are being modified to return a Self-Employment Indicator in the FCR Locate Response Record. An annual wage amount field will also be added to the record. For this release the wage field will not contain data. The wage field will be populated in a future release.

2.2 Background

SSA currently returns a Self-Employment Indicator in its response to the FPLS. However, this indicator is not returned to the state that submitted the Locate. The Federal Office of Child Support Enforcement considered this indicator to be of value to states in the enforcement and establishment of orders and therefore decided the indicator should be returned via the FCR. In addition, in a future release, SSA will return the annual wage amount that was reported for an individual.

2.3 Description of Changes

A Self-Employment Indicator field will be added to positions 706-707 (formerly defined as Filler) in the FCR Locate Response Record for the SSA Locate Source Response Agency Code 'E01'. If a person is self-employed, 'SE' will appear in this field. Their annual wage as reported to SSA will be added to positions 708-716 (also formerly defined as Filler) in the FCR Locate Response Record. The annual wage field will not contain data. The field will be populated in a future release.

2.4 Impact on States

State systems must be able to accept a new Self-Employment Indicator field. If convenient, states may want to proceed to program for the wage amount, which will be populated at a future date.

2.5 Response Record Layouts

Appendix A, "FCR Locate Response Record", provides the revised record layout for this change.
