PART 1.0 DISCONTINUE FCR BUNDLING INDICATOR (FCR 1921)

1.1 Summary of Changes

The Federal Case Registry (FCR) is being modified to discontinue allowing a state the option of requesting that FPLS external locate request results be held and returned to the state when the results from all of the sources are received. Currently, a state must request this option on the individual locate request. With this change, FCR Locate Responses no longer will be held until all responses are received. Instead, information from each external locate source, including Social Security Administration (SSA), Federal Bureau of Investigation (FBI), Department of Defense (DoD), Internal Revenue Service (IRS) and Department of Veterans Affairs (DVA), will be returned to the user as it is received from each external locate source.

1.2 Background

This enhancement is a part of the effort to integrate the external locate process that is supported by the FPLS System into the FCR. This step will eliminate some redundancy and promote a more efficient process. Information from the external locate agencies will be returned to the states in a more timely manner. This enhancement supports the OAPO goal of streamlining FPLS operations.

1.3 Description of Changes

The FCR program has been modified to ignore the field previously known as the Bundle FPLS Locate Results (position 43) in the FCR Input Person/Locate Request record. This field has been redefined as Filler. The FCR no longer bundles external locate source results. If a state continues to submit the value 'Y' (bundle) in this field, the requested action will not be taken. The FCR edit for record warning code 'TW014', Invalid Bundle FPLS Locate Results Indicator, will no longer apply.

1.4 Impact on States

States must be able to accept the results from the FPLS external locate sources when the source returns them to the state via the FCR. For example, the state may request a locate specifying DVA and DoD as the external locate sources. Currently, the FPLS and DVA exchange data weekly while the FPLS and DoD exchange data monthly. Therefore, the state must be prepared to receive the DVA response and the DoD response on separate daily FCR response files.

1.5 Input Record Changes

Appendix A, "FCR Input Person/Locate Request Record", provides the revised record layout for this change.

This appendix contains the record specifications for the FCR Input Person/Locate Request Record that is affected by the changes that were made for this release.
