1.0 ESTABLISH INTERFACE WITH NATIONAL SECURITY AGENCY (FCR 219)

1.1 Summary of Changes

The Federal Case Registry (FCR) is being enhanced to include the National Security Agency (NSA) as an additional Locate source. This source will provide states with employment data for those NSA employees for whom information release is authorized.

1.2 Background

States have expressed an interest in receiving employment data for employees of NSA. OCSE met with NSA, and presented a proposed record layout to them. NSA has approved the record layout and is preparing for implementation.

1.3 Description of Changes

In the FCR Input Person/Locate Request Record, the Locate Source field would require a Locate Source Code of 'A03' or 'All' (positions 529-531) in order to send a request to NSA.

There will be several enhancements to the FCR Locate Response Record to include NSA as a Locate source. The Locate Source Response Agency Code of 'A03' will be added to identify NSA as a Locate source (positions 61-63). The following Locate Response Codes (positions 375-376) will also apply to NSA.

  • 02 – Beneficiary or person deceased
  • 10 – Locate source does not have the SSN on file
  • 12 – Submitted name does not agree with Locate source name
  • 28 – Address not available from Locate source
  • 30 – SSN matched, no address returned
  • Spaces – Address returned to state

NSA source-specific information will be added to the FCR Locate Response Record (positions 701-920).

1.4 Impact on States

Implementation of the FCR changes will be delayed until the interface between OCSE and NSA is finalized. NSA has indicated that the data exchange could be implemented late this year or early in 2006. States that are interested in receiving Locate information from NSA are encouraged to begin programming to request and receive data. Data submissions from NSA will be returned to states in a format that is similar to Locate information that is returned from the Federal Bureau of Investigation (FBI).

1.5 Output Record Changes

2.0 PROVIDE CONSISTENCY IN LOCATE RESPONSE CODES (FCR 1684)

2.1 Summary of Changes

The FCR is being modified to return additional codes in the Department of Veterans Affairs (DVA) Locate Response Record.

2.2 Background

This modification will provide a consistent use of Locate Response codes. It is a part of the effort to integrate the external Locate process that is supported by the FPLS System into the FCR. This enhancement will eliminate some redundancy and promote a more efficient process. This integration will eliminate the constraint in the legacy FPLS that does not allow Locate Requests to be sent to external agencies for a Social Security Number (SSN) until all responses have been received for a previous request for that SSN. The elimination of this delay in sending requests to the external agencies will result in receipt of more timely responses. This enhancement supports the OAPO goal of streamlining FPLS operations.

2.3 Description of Changes

In the FCR Locate Response Records from the DVA, the Locate Response Code field (positions 375-376) may contain new codes '28' or '30' for unavailable addresses. Records in which the DVA Locate Response code contains the value '12' will contain address information in the Returned Address field (positions 433-666).

2.4 Impact on States

States that edit the Locate Response code by Federal agency may be required to change edits to accept the new values for DVA. This enhancement will reduce duplication of external agencies' Locate responses with the same returned addresses. For example, if a state sends three names on a Locate Request to an external Locate source and the external Locate source returns a Response Code of '10', "SSN not on file", the state will receive one response on the primary name instead of three responses.

3.0 OBTAIN AND RETURN STATE VERIFICATION AND EXCHANGE SYSTEM BENEFIT INFORMATION FOR CHILDREN (FCR 1812)

3.1 Summary of Changes

The FCR is being modified to allow states that are receiving State Verification and Exchange System (SVES) data to send a Locate Request for a child in a IV-D case and to receive SVES Title II data in response.

3.2 Background

Many states have indicated that the SSA Title II benefits that are received by children may be used in the guideline computation to calculate the non-custodial parent's (NCP's) obligation. States can also use this information to ensure that families receive all of the SSA benefits to which they, and related children, may be entitled. States can use the information to direct custodial parties (CPs) to apply for benefits for related children or to contact NCPs to encourage that children be added as beneficiaries. The ability to receive SSA Title II benefit information for children makes the information available to the states via the SVES Locate source.

3.3 Description of Changes

The states can request SVES Title II data for a child by submitting the FCR Input Person/Locate Request Record, Record Identifier 'FP' (positions 1-2) for an Action Type Code (position 3) of 'A', 'C' or 'L'. The Locate Request Type must be 'CS' Request for IV-D Purposes (positions 41-42), the Participant Type must be 'CH' for a Child (positions 44-45) and the Locate Source field (positions 529-531) must be 'All' or 'E01' to initiate an SVES request. The error code LE004 will be returned to the states if the Participant Type is 'CH' and the Locate Request Type is 'AD', 'PK', 'CV' or 'LC'.

If a match was found for a child, the SVES Title II information will be returned to the states on the FCR SVES Title II Locate Response Record, Record Identifier 'FK' (positions 1-2). The Locate Source Response Agency Code will be 'E05' (positions 61-63), which identifies the FCR output transaction as an SVES Title II Locate Response.

If a match was not found for a child the FCR SVES Not Found Response Record, Record Iidentifier 'FK' will be returned to the states. The Locate Source Response Agency Code will be 'E10' to signify that the SVES Title II Database did not contain a match for the child.

3.4 Impact on States

This enhancement will allow states that receive SVES data to issue a Locate Request for a child and to receive SVES Title II data directly through automated sources, rather than making a manual request to the Social Security Administration. States that do not participate in SVES must opt to become an SVES state prior to requesting SVES data for a child.

4.0 REVISE THE MULTISTATE FINANCIAL INSTITUTION DATA MATCH RESPONSE RECORD TO STATES FOR CONSISTENCY WITH THE MULTISTATE FINANCIAL INSTITUTION RESPONSE FILE (FCR 1916)

4.1 Summary of Changes

The FCR MSFIDM Response Record is being modified as follows:

  • The Multistate Financial Institution (MSFI) Account Status will include a new value to identify inactive accounts.
  • The MSFI Account Type will include a new value to identify collateral accounts.
  • A new MSFI Second Financial Institution Name field is being added to the FCR MSFIDM Response record.

The new account data will provide states with additional information about the matched accounts in order to determine whether a freeze and seize action should be issued. The MSFI Second Financial Institution Name will provide states with valuable information when sending a freeze and seize request to a financial institution by directing the request to the appropriate unit for processing.

4.2 Background

The new Account Type and Account Status were requested by MSFIs at the MSFIDM and Proposed Federal Levy Process workgroup meeting that was held in May 2004. The new indicators will provide additional information from the MSFIs which will assist states with the financial institution freeze and seize process. If the MSFI identifies an account as inactive and/or collateral account, states should not automatically issue a freeze and seize request to the financial institution. The MSFI Second Financial Institution Name is currently available on the Financial Institution Data Match 'A' record. However, the MSFI Second Financial Institution Name is currently not being returned to the states on the FCR MSFIDM Response record. This enhancement will assist states when issuing a freeze and seize request to financial institutions by routing the request to the proper location. It will also reduce the number of unproductive freeze and seize requests issued by states, saving time and effort for the MSFIs involved.

4.3 Description of Changes

The FCR MSFIDM Response Record, Record Identifier 'MC’ (positions 1-2) is being modified for this release. The MSFI Matched Account Status Indicator (position 446) value '2' – "MSFI did not report the status of the matched account" – is being changed to a value of '9'. The new definition for the MSFI Matched Account Status Indicator value '2’ will be "Matched account inactive at the time of the MSFI match".

The MSFI Account Type (position 467-468) is being modified to include a new value of '06'. The value '06' will identify collateral payee accounts.

A new field is being added to position 554-593 to include the MSFI Second Financial Institution Name. The defined filler (formerly in positions 554-918) is being changed to positions 594-918.

4.4 Impact on States

The states need to modify their existing systems to process the modified MSFI Matched Account Status Indicator definition of '2' and the new value '9'. The states may also be required to modify their systems to accept the new MSFI Account Type, which will identify collateral accounts. The addition of the MSFI Second Financial Institution Name field will require the states to modify their systems to accept this field.

These enhancements to the FCR MSFIDM Response record will give states pertinent information concerning a freeze and seize action, increasing the effectiveness and efficiency of the freeze and seize process.

5.0 CONDUCT ELECTRONIC MATCH FOR MEDICAL SUPPORT INFORMATION BETWEEN THE FEDERAL CASE REGISTRY AND THE DEFENSE MANPOWER DATA CENTER (FCR 1965)

5.1 Summary of Changes

A new FCR output transaction is being created that will contain the matched information from the Defense Manpower Data Center (DMDC) for medical support enrollment information for children. The new output transaction will be the FCR DMDC Proactive Match Response Record, which will contain a Record Identifier of FW.

5.2 Background

Identifying medical coverage available to dependents of military personnel was the focus of a pilot that was conducted with Ohio, New York State and the DMDC in June-August 2004.

This pilot involved sending a file of all children and the associated non-custodial parents (NCPs), putative fathers (PFs) and custodial parties (CPs) from the Ohio and New York FCR files to the DMDC for matching purposes. The DMDC then matched the FCR participants with its records and indicated which children were enrolled and eligible for the health insurance provided by the military. A sample of the cases matched by DMDC for each state was then manually reviewed by OCSE to determine how often the child support system had the military medical insurance recorded. No work on the part of either state was required to extract the NCP, PF, CP and child data that was sent to DMDC. OCSE, in conjunction with the DMDC, performed all of the matching.

The results of the pilot provided valuable third-party medical support information to both Ohio and New York. A significant number of sample cases that were reviewed revealed medical coverage that was previously unknown to the state child support systems. It also identified cases that should be pursued, so available medical insurance is used.

The recommendations as a result of this pilot were that the FCR/DMDC proactive match be performed on a regular (quarterly) basis and that the results be sent to the states via CONNECT:Direct.

Some of the benefits of this project are:

  • It will reduce the number of National Medical Support Notices (NMSNs) that are sent by the states to DMDC for military personnel, because they will have the medical insurance coverage information provided to them by this match.
  • It will identify third-party medical insurance that was previously unknown to the state, e.g., military health insurance would be billed first, rather than Medicaid.
  • It is a cost effective method to determine if a child is covered by military health insurance. States would not have to send NMSNs; rather, they could check the results of this match and proceed accordingly.

5.3 Description of Changes

A new FCR Output Transaction Layout will be created for the FCR DMDC/Proactive Match Response Record. The Record ID for this new output transaction will be FW and will be included in the existing FCR Responses to states.

A new field is being added to the FCR Response Trailer Record in positions 214-221 to include the FCR DMDC/Proactive Match Response Record Count. This field will contain the total number of 'FW’ records that are present in the Locate Response File.

5.4 Impact on States

The FCR will send to DMDC a file of all children and the associated NCPs, PFs and CPs from participating states that meet the selection criteria for matching purposes. DMDC will send a response to OCSE who in turn will send to the states the FCR DMDC/Proactive Match Response Record. States will have to modify their current systems and processing to accept the new FCR Output Transaction.

6.0 RETURN VERIFICATION CODES ON ADDITIONAL SOCIAL SECURITY NUMBERS (FCR 1987)

6.1 Summary of Changes

The FCR is being enhanced to include the verification status code of additional Social Security Numbers (SSNs) in the FCR Person/Locate Request Acknowledgement/Error Record returned to the submitting states.

6.2 Background

When additional SSN(s) are submitted by states for Add/Change Person or Locate Request Transactions, the FCR System attempts to verify the additional SSN(s), as well as the primary SSN. The FCR submits the participant's name and the additional SSN(s) through various SSN verification routines. The SSN verification status of additional SSN(s), while stored on the FCR, is not returned to the submitter.

The FCR Person/Locate Request Acknowledgement/Error Record (FS) does not return a verification code when a participant's additional SSN(s) are verified and added to the FCR. States are not aware that the additional SSN/Name combination has been verified with SSA until they receive a proactive match for that SSN. Many states are not aware of this situation and some have had difficulty with their proactive matches. California and Florida, specifically, have requested that the FCR return a verification code for any verified SSN added to the FCR. Without this code, it is difficult for states to effectively use the additional SSN field.

6.3 Description of Changes

FCR program modifications will insert the SSN Validity Code for Additional SSN(s) into a newly-defined two-byte field in the FCR Person/Locate Request Acknowledgement Error Record. The Validity Codes will be in position 853 (Additional SSN1 Validity Code), and 854 (Additional SSN2 Validity Code). The Validity Codes for the Additional SSN(s) will receive one of two possible values: a 'V' for verified and 'U' for unverified.

6.4 Impact on States

State applications must be modified to accept Additional SSN Validity Codes from the modified 'FS' Person/Locate Request Acknowledgement/Error Record layouts. States that do not make the modifications will not have access to the Additional SSN Validity Codes.
