2.0 ADD ADDITIONAL SSN 1 AND SSN 2 VERIFICATION CODES TO FCR RECONCILIATION FILE (FCR 2056)

2.1 Summary of Changes

The FCR is being enhanced to include the verification status code of additional Social Security Numbers (SSNs) in the Reconciliation Record returned to the requesting states.

2.2 Background

The FCR can produce a Reconciliation File of all the case and person data that is stored on the FCR for a state. This process was developed to assist states that have not routinely interfaced with the FCR because of their initial load, or that have experienced problems processing their Acknowledgement Files. The FCR Reconciliation File is intended to provide states with the capability of verifying case and person information stored on the FCR.

When additional SSN(s) are submitted by states for Add/Change Person or Locate Request Transactions, the FCR System attempts to verify the additional SSN(s), as well as the primary SSN. The FCR submits the participant's name and the additional SSN(s) through various SSN verification routines. The SSN verification status of additional SSN(s), while stored on the FCR and returned to the submitter on the FCR Person/Locate Request Acknowledgement/ Error Record, is not returned on the FCR Reconciliation Record.

2.3 Description of Changes

FCR program modifications will insert the SSN Validity Code for Additional SSN(s) into two newly-defined one-byte fields in the FCR Reconciliation Record. The Validity Codes will be in positions 476 (Additional SSN1 Validity Code), and 477 (Additional SSN2 Validity Code). The Validity Codes for the Additional SSN(s) will receive one of two possible values: a 'V' for verified, or 'U' for unverified. A space is returned when there are no additional SSN(s).

2.4 Impact on States

The added positions in the FCR Person Reconciliation Record (Record Identifier 'RS') were placed in non-occupied record positions (filler). State applications must be modified to accept Additional SSN Verification Codes from the new record layouts. States that do not make the modifications will not have access to the Additional SSN Verification Codes.

2.5 Output Record Changes

Refer to Appendix A, "FCR Person Reconciliation Record", for the revised record layout for this change. The material that is highlighted indicates the changes to the existing record layout.

If the SSN Validity Code does not equal 'C', 'E', 'P', 'R' or 'S', this field contains spaces.
FCR Primary SSN 67-75 9 A/N The Primary SSN is the one used in Proactive Matching.
This field contains the SSN that is stored on the FCR Database as the person's primary SSN.
If the SSN verification process identified or corrected the SSN, this field may be different from the SSN that was submitted by the state.
FCR Primary First Name 76-91 16 A/N This field contains the first name of the person who is associated with the primary SSN.
FCR Primary Middle Name 92-107 16 A/N If present, this field contains the middle name of the person who is associated with the primary SSN.
FCR Primary Last Name 108-137 30 A/N This field contains the last name of the person who is associated with the primary SSN.
Additional SSN 1 138-146 9 A/N This field contains an additional SSN for the person as identified by the state.

S –
The IRS-U SSN submitted allowed the FCR Primary SSN to be identified using the IRS information.
V –
The SSN and Name combination submitted was verified by the SSA SSN verification routines. In this case, the state-submitted SSN will equal the FCR Primary SSN.
Space –
The SSN provided could not be verified.
Multiple SSN 1 405-413 9 A/N If the SSA SSN verification routines identified multiple valid SSNs for the person, this field contains the first multiple SSN.

SSN/Name combination unverified. The SSN Validity Code contains a space.

Warning Code 2 437-441 5 A/N This field contains one of the following values:
LE001 –
Disclosure Prohibited. If the Family Violence Indicator is a space, this code indicates that family violence has been placed on the person
TW102 –
SSN/Name combination unverified. The SSN Validity Code contains a space.
Spaces –
No warning applicable
Registered Date 442-449 8 N This field contains the date that the person was added to the database. The date is in CCYYMMDD format.
Update Date 450-457 8 A/N If the person record has been updated, this field contains the date that the person update processed. The date is in CCYYMMDD format.
Date Of Death 458-465 8 A/N This field contains the SSA-recorded date of death in CCYYMMDD format, for the person.
If no date of death is available, this field contains spaces.
If the SSA Death Master File contained '00' in the day, the FCR System returns '01' in the day portion of the Date of Death. Spaces imply the assumption that the person is alive.
SSA Zip Code Of Last Residence 466-470 5 A/N This field contains the valid Zip Code of the person's last residence, based on SSA's death records.
If date of death or Zip Code is not available, this field contains spaces.
SSA Zip Code Of Lump Sum Payment 471-475 5 A/N This field contains the valid Zip Code of where the lump sum death benefit payment was sent, based on SSA's death records.
If date of death or Zip Code is not available, this field contains spaces.
Additional SSN 1 Validity Code 476 1 A/N This field corresponds to the Additional SSN 1 field in positions 138-146. It contains one of the following codes to indicate the validity of the SSN submitted.
U –
The Additional SSN 1 and Name Combination that was submitted was not verified by SSA SSN Verification Routines.
V –
The Additional SSN 1 and Name Combination that was submitted was verified by SSA SSN Verification Routines.
Space –
If Additional SSN1 was not submitted, this field contains spaces.
Additional SSN 2 Validity Code 477 1 A/N This field corresponds to the Additional SSN 2 field in positions 147-155. It contains one of the following codes to indicate the validity of the SSN submitted.
U –
The Additional SSN 2 and Name Combination that was submitted was not verified by SSA SSN Verification Routines.
V –
The Additional SSN 2 and Name Combination that was submitted was verified by SSA SSN Verification Routines.
Space –
If Additional SSN2 was not submitted, this field contains spaces.
