1.TRACK INTRASTATE FV INDICATORS AND REMOVE FV INDICATORS AS PARTICIPANTS/CASES ARE DELETED (OCSE REF #2209)
1.1 Summary of Changes
The Federal Case Registry (FCR) is being modified so that intrastate (within a State) Family Violence Indicators (FVIs) will be tracked and removed as Participants/Cases are deleted. The process for managing intrastate FVIs will mirror the process for handling interstate (more than one State) FVIs.
1.2 Background
Current FVI processing in the FCR for intrastate cases does not track the FVI to the case of origin. As a result, it is possible that FVIs are being retained on some person records when the State intended that the FVI be removed, while FVIs on other person records might be removed when the State intended for the FVI to remain.
This change will ensure that 'propagated' FVIs do not remain when the State removes the FVI from the person on the case of origin. Conversely, this change will ensure that if a State sends a Change Person transaction to remove an FVI on a person in one case, the FCR will not remove another FVI that was set by the State on the person in another case (that is, the FCR will not remove an FVI that was set on a person in a specific case unless the State that set the FVI removes the FVI from the person on the specific case where it was set).
1.3 Description of Changes
The FCR will now identify the Case ID as well as the State that initiates an FVI on an SSN. An FVI will continue to be propagated on the person in each of the cases that include that SSN. This propagation will be done on intrastate as well as interstate cases. A State can remove an FVI only from the person in the case on whom it was initially placed by that State. When all set FVIs have been removed from a person, the FCR will systematically remove the FVI from that person in the case(s) on which it was propagated.
In addition, when a person with an FVI that was set by a State (not propagated) is deleted from the case on which the FVI was set, or that case is closed, the State does not need to remove the FVI before deleting the person. The FCR will remove the 'propagated' FVIs as the person is deleted (just as is now occurring in interstate cases) if there are no other FVIs for that person identified as set. If an FVI had been set by a State on a person who is in more than one case within the State, (that is, set multiple times rather than propagated) an FVI will only be removed from the person in the specific case(s) from which the person is being deleted. The FVI will remain as propagated, if there is still at least one remaining 'set' FVI.
1.4 Impact on States
No FCR Response record layout changes are associated with this system change. After Release 08-01 implementation, an FV Reconciliation process will be available. States will be given the opportunity to request this FV Reconciliation to identify all cases/persons where an FVI has been set, either by the State or propagated by the FCR. States can use the output of this Reconciliation to re-evaluate whether an FVI should be set on a person in a particular case or cases.

2. USE NAME MATCH ROUTINE FOR FCR PERSON TRANSACTIONS (OCSE REF #2268)
2.1 Summary of Changes
The FCR is being modified to include the Social Security Administration's (SSA's) name matching routine as part of the SSN/Name verification process for Person Add, Change and Locate transactions. The FCR will return records that contain a code to indicate that the SSN/Name combination was not verified by SSA's SSN verification routines but did successfully pass a name matching routine, which identified the SSN/Name combination as a probable name match. The SSN/Name combinations which successfully pass this name matching routine will be treated as if they were verified during FCR processing, and as a result they will be included in Locate and Proactive Match processing.
2.2 Background
When participants whose SSN/Name combination, as submitted to the FCR, does not verify, Proactive Matching, Locate Responses and Defense Manpower Data Center (DMDC) matches are not provided to the States. Using SSA's name matching routine will help to increase the chances of verifying a name and SSN for such persons, thereby providing Locate data for them to States for processing child support cases.
2.3 Descripton of Changes
SSN/Name combinations that are unverified will be sent to an SSA name matching routine, and the results will be assigned a confidence score. Unverified SSN/Name combinations with a confidence score that matches or exceeds the FCR's specified threshold will be identified as "Unverified SSN/Name Combination with Probable Name Match". This SSN/Name combination will be treated as a verified SSN/Name combination and will be eligible for Proactive Matching and Locate Processing.
2.4 Impact on States
The FCR is adding a new SSN Validity Code of 'N' to the FCR Person/Locate Request Acknowledgement/Error Record (Record Identifier 'FS') and FCR Person Reconciliation Record (Record Identifier 'RS'). The value 'N' means that the SSN/Name combination that was submitted was not verified by SSA's SSN verification routines, but a name matching routine has identified it as a probable name match.
In the FCR Person/Locate Request Acknowledgement/Error Record (Record Identifier 'FS'), these fields will have a new value of 'N':
- SSN Validity Code (position 641),
- Additional SSN1 Validity Code (position 853), and
- Additional SSN2 Validity code (position 854).
In the FCR Person Reconciliation Record (Record Identifier 'RS'), these fields will have a new value of 'N':
- SSN Validity Code (position 404),
- Additional SSN 1 Validity Code (position 476), and
- Additional SSN 2 Validity code (position 477).
The FCR is adding new warning code TW103. This new warning code is returned to the States on the FCR Person /Locate Request Acknowledgement/Error Record when the SSN/Name combination has been identified as "Unverified SSN/Name Combination with Probable Name Match".

The new validity code and warning code will allow States to monitor and/or perform additional follow-up if needed on those SSN/Name combinations.

3. FILTER REDUNDANT PROACTIVE AND LOCATE RESPONSE DATA (OCSE REF #2304)
3.1 Summary of Changes
The FCR is being modified to provide States with filter options to suppress positive redundant Locate Responses for:
- Locate Request Type 'CS' (Child Support Request for IV-D purposes),
- FCR-to-NDNH Proactive Matches, and
- FCR-to-SVES Proactive Matches, on certain transaction's Action Types.
The NDNH-to-FCR Proactive Matches and all other Locate Request types 'AD' (Adoption/Foster Care), 'CV' (Custody and Visitation), 'LC' (Locate Only) and 'PK' (Parental Kidnapping) will not be filtered.
The FCR filtering process will determine whether the response 'Key' information that is returned from a Locate source was already returned to the State within the State's specified timeframe. The FCR will store a State's 'Key' response information on a file to compare to the next response that is returned from a Locate source. If the response 'Key' information is determined to be a match of a previous response that was already returned to the State (based on the criteria, which is explained in Section 3.3 below), the FCR will not return the current response if the State selected the filter option to suppress.
States that want to suppress positive redundant Locate Responses must complete a new option form that specifies which responses to filter and also must specify the time period of one, three or five years to purge the State's Response Key Records on files. The FCR will also provide an additional option to override the suppression if the positive response is the last response of a group, so that a Locate Closed Indicator can be returned.
This enhancement also provides a new field, SSA Cycle Date, for the FCR Locate Response Record (Record Identifier 'FF') with Locate Source Response Agency Code 'E01'. The SSA Cycle Date identifies the week that the 'E01' record was updated at SSA. This new field has been placed in a filler area so that States can begin to take advantage of this field when they are ready to make the necessary adjustments to their processing. The SSA Cycle Date field will be available to all States, whether they choose filtering or not.
3.2 Background
In response to requests from States, this enhancement will reduce the number of positive redundant Locate Responses that are being returned to States. This change will result in reduced State CPU processing time and worker alerts, thereby saving workers' time, because they will not have to review old data.
3.3 Description of Changes
The FCR is offering States a new filter option to suppress redundant positive responses on certain transaction types.
States will have the following filtering options:
- Suppress redundant FCR-to-NDNH Proactive Match Responses that were initiated by a 'Change Person' Transaction.
- Suppress redundant FCR-to-SVES Proactive Match Responses that were initiated by a 'Change Person' Transaction.
- Suppress DoD, DVA, IRS, SSA, AWR (Annual Wage Report) and/or SVES Locate Responses with Locate Request Type of 'CS' that were initiated by a Change Locate Person Transaction. (Note: States can suppress any combination of these Locate sources.)
- Suppress NDNH Locate Responses with Locate Request Type of 'CS' that were initiated by Add, Change or Locate Person Transaction.
As responses are returned to the submitter, the FCR will store the Response 'Key' for that Locate information on file. The next Locate Response that is received from the Locate source is compared against this file to determine if the Response 'Key' fields match. If 'Key' fields match, the FCR will suppress the response if the State has selected the filter option.
The following describes the key fields that the FCR uses in determining if a Locate Response is redundant.
DoD - A01
The FCR will suppress a FCR Locate Response Record (Record Identifier 'FF') with Locate Source Response Agency Code 'A01' (DoD) if the State selects the DoD Filter and the following key fields match a previous DoD response that was returned to the submitter:

In Appendix B, Charts B-2 through B-4 summarize the 'Key' fields that are used in filtering.
A State that chooses to suppress positive proactive and/or Locate Responses must complete and submit the Filter Positive Redundant Proactive/Locate Responses Election Form, shown in Figure 3-1. States will need to specify how long External Locate Sources' Response 'Key' records are stored on FCR files: one, three or five years. After that time period, State's Response 'Key' records will be purged from the FCR file. The NDNH Response 'Key' records will automatically be purged after one year. An additional option to override suppression is available to States that need the Locate Closed Indicator returned on a redundant response.
When a State elects to suppress positive redundant proactive/locate responses, the following responses will not be suppressed:
- NDNH-to-FCR Proactive Matching.
- FCR-to-NDNH and/or FCR-to-SVES Proactive Match if the 'Add Person' Transaction initiated the request.
- DoD, DVA, IRS, or SSA external Locate Response if the 'Add Person' Transaction initiated the request.
- Proactive Match or Locate Response if the 'Change Person' Transaction initiated the request and that request removed Family Violence from the person.
- Proactive Match or Locate Response if the 'Change Person' Transaction initiated the request and that request changed the person's SSN from unverified to verified.
- Proactive Match or Locate Response if the Case Type is changed on a person from Non-IV-D to IV-D.
- Locate Responses for Locate Request Types: 'AD', 'CV', 'LC', and 'PK'.
In Appendix B, Chart B-1 summarizes the transactions that are eligible for filtering.
3.4 Impact on States
The FCR has added a new field, SSA Cycle Date, for the FCR Locate Response Record (Record Identifier 'FF') with Locate Source Response Agency Code 'E01'. The SSA Cycle Date identifies the week the AWR record was updated at SSA. This new field, SSA Cycle Date, is in positions 717 to 723 in the 'E01' Locate Source Specific Information area. The Filler area has decreased from 196 to 189 bytes and is in positions 724 to 912. SSA Cycle Date is available to all States.
When a State is ready to begin filtering positive redundant Proactive Matches and/or Locate Responses, the completed form, Filter Positive Redundant Proactive/Locate Responses Election Form, shown in Figure 3-1, must be sent to the FCR Options Coordinator, as indicated below. Filtering will take effect as soon as the form is entered into the FCR.

4. RETURN TITLE II PENDING FILE INFORMATION (OCSE REF #2310)
4.1 Summary of Changes
The FCR is being modified so it will proactively return a new response record that will contain SSA Title II Pending Claim information. As claims are added to, and/or changed on, SSA's Title II Pending Claims File, the claim's beneficiary SSN will be compared to the FCR. The SSA Title II Pending Claim information will be returned to the State as a proactive match if the SSA beneficiary's SSN matches an FCR SSN that:
- is verified,
- has no family violence, and
- is in an open IV-D case.
4.2 Background
States have access to data, upon request, from SSA via the State Verification and Exchange System (SVES). However, even with this data match in place, States may not learn about SSA benefits in a timely manner. States may not regularly query SSA, and benefits may be awarded and paid out long before the child support office learns of the action. In particular, lump sum benefits that might have been used to satisfy arrearages have sometimes already been paid out by SSA.
Having access to Title II Pending Claim data will allow States to submit withholding orders sooner, therefore improving their chances of intercepting lump sum payments and expediting collection of on-going support payments./
4.3 Description of Changes
The FCR will send a new proactive response record, the FCR Title II Pending Claim Response Record (Record Identifier 'FK') with Locate Source Response Agency Code of 'E04', when SSA identifies a Title II Pending Claim add, and/or change, to a beneficiary SSN that matches an FCR-verified SSN with no family violence, in a IV-D case, for States that have chosen to receive Title II Pending Claim-to-FCR Proactive Matches.
The Response Record will include a default SSA District Office Mailing Address. This office is the SSA office that is closest to the State's main Child Support Office. OCSE is trying to obtain the beneficiary address as part of a future enhancement to the Title II Pending match. At that time, the default SSA District Office Mailing Address will be replaced with the actual SSA District Office for the claim's beneficiary.
4.4 Impact on States
States that choose to participate in this proactive matching must complete and submit an option form, which is shown as Figure 4-1, "Title II Pending Claim Response Election Form". The completed form must be sent to the FCR Options Coordinator, as indicated below. Title II Pending Claim-to-FCR Proactive Matching will take effect as soon as the form is entered into the FCR.

5. CONVERT REMAINING STATES TO SVES (OCSE REF #2311)
5.1 Summary of Changes
The FCR is discontinuing the Master Beneficiary Record (MBR) Locate process and replacing it with the SVES Title II Locate process. All States that are not currently using SVES will be converted to SVES processing for accessing Title II information. In addition, those States will also receive Title XVI and Prison information from SVES.
5.2 Background
OCSE and SSA want to eliminate the MBR requests, due to volume, processing issues, and the limited information that is available from the MBR. The SVES Title II response record provides much more valuable information. The Title XVI and Prison information is also available to States through SVES.
5.3 Description of Changes
States that are currently not receiving SVES Locate Responses will be converted to receive SVES Locate responses (Record Identifier 'FK') with Locate Source Response Agency Code 'E05, 'E06', 'E07' and 'E10'.
The FCR will discontinue sending requests to MBR. The FCR will no longer return FCR Locate Response Record (Record Identifier 'FF') with Locate Source Response Agency Code 'E03' (Response from SSA MBR) to the State.
5.4 Impact on States
States that currently do not use SVES must program their system to accept the following Locate Response records:
- FCR SVES Title II Locate Response Record (Record Identifier 'FK') with Locate Source Response Agency Code 'E05' (Title II),
- FCR SVES Title XVI Locate Response Record (Record Identifier 'FK') with Locate Source Response Agency Code 'E06' (Title XVI),
- FCR Prisoner Locate Response Record (Record Identifier 'FK') with Locate Source Response Agency Code 'E07' (Prisoner),
- FCR SVES Not Found Record (Record Identifier 'FK') with Locate Source Response Agency Code 'E10' (SVES Not Found).
States that are unable to program these changes prior to this conversion can contact OCSE to request the SVES print program to process this data.
States that would like to participate in the FCR-to-SVES Proactive Matching will need to complete the "FCR State Verification and Exchange System (SVES) Locate and Proactive Match Election Form", which is shown in Figure 5-1, and send form to OCSE. The FCR Release 07-01 Specifications list the details of this FCR-to-SVES Proactive Match.
5.5 Output Record Specification
Refer to Appendix A, Chart A-4 for the "FCR SVES Title II Locate Response Record".
The other three SVES Response Record Layouts are displayed in the Release 07-01 Specifications as Chart A-2 "FCR SVES Title XVI Locate Response Record", Chart A-3 "FCR SVES Prisoner Locate Response Record", and Chart A-4 "FCR SVES Not Found Response Record" for the SVES record layouts.

6. ADD SSA DISTRICT OFFICE TO SVES TITLE II REPSONSE RECORD (OCSE REF #2328)
6.1 Summary of Changes
The FCR is being modified to include the SSA District Office Address on the SVES Title II Response Record.
6.2 Background
States are directed to send income withholding orders (IWOs) to a local SSA office, but States have not been provided with an automated process to identify the office that should receive the IWO. Providing the SSA District Office address will help States to automate issuance of the IWO to the appropriate field office, reduce worker involvement, and improve timeliness of collections.
6.3 Description of Changes
The FCR will add a District Office Mailing Address to the FCR SVES Title II Response Record (Record Identifier 'FK') with Locate Source Response Agency Code 'E05'. The District Office Mailing Address is obtained from SSA by an FCR lookup using a valid Residence ZIP Code. If the Residence ZIP Code is invalid or not found during the lookup, the District Office Mailing Address fields will be spaces.
The FCR will use a current Filler field to add the following new fields to the FCR SVES Title II Response Record (Record Identifier 'FK') with Locate Source Response Agency Code of 'E05':
