1. REPLACE UI CLAIMS ADMINISTRATOR'S ADDRESS ON QW RECORDS (OCSE REF #2261)

1.1 Summary of Changes

As a result of a change to the National Directory of New Hires (NDNH), the FCR will return employer addresses on Quarterly Wage (QW) records that previously contained the address of the Unemployment Insurance (UI) Claims Administrator. The NDNH is being modified to replace a UI Claims Administrator's address with the actual employer's address on the QW database. When a UI Claims Administrator submits an address to the NDNH, the QW Federal Employer Identification Number (FEIN) on the record will be used to retrieve the employer's address from SSA's Employer Identification File (EIF). The SSA employer address will replace the UI Claims Administrator's address on the QW record.

1.2 Background

Sometimes a UI Claims Administrator's address appears on QW Locate and Proactive matches instead of the employer's address. This can cause a State to send income withholding orders (IWOs) to the wrong address because the IWO is not processed by the UI Claims Administrator. States would have to correct this address and find the actual employer so the IWO can be sent and processed. OCSE is automating the process to replace the address of the UI Claims Administrator with the employer's address.

1.3 Description of Changes

A file will be created that contains the name and address of approximately 20 UI Claims Administrators. As each QW record is received by the NDNH, the submitted address will be checked against the UI Claims Administrator file. If a matching address is found, the FEIN on the QW input record will be checked against SSA's EIF to get the proper employer address. This employer address will then be returned on QW Locate and Proactive match records.

1.4 Impact on States

No FCR response changes are associated with this system enhancement.

1.5 Pilot Testing

There are no input record changes.

1.6 Output Record Specification

2. RETURN QW CHANGE AND INDICATOR IF NO PRIOR W4 (OCSE REF #2262)

2.1 Summary of Changes

The FCR is being modified to provide additional QW information to States on the NDNH-to-FCR proactive matches. For NDNH-to-FCR proactive matches, the FCR will compare the current QW FEIN and wage amount to the prior QW record for the same SSN. The FCR will provide the difference between the current QW amount and the prior QW amount, and the percentage of change. In addition, the FCR will provide indicators to identify if no prior QW record was found and identify if no W-4 was found.

2.2 Background

States have often indicated that the QW information that is received from NDNH is duplicative and dated. Consequently, States have been reluctant to automate income withholdings and/or other processes based on the receipt of a QW match. In addition, States have identified issues regarding the receipt of a QW match when there is no evidence of the receipt of a W-4 record. This enhancement will alert States to changes in income for participants and alert them when a W-4 record was not found on NDNH for a new QW record.

2.3 Description of Changes

The FCR will compare NDNH-to-FCR proactive QW records to the prior QW record. While checking for a prior QW, the FCR will look for QW records within the current quarter and the previous two quarters for the same SSN and FEIN. If a match is found, the QW amount of change and QW percent of change is provided. If a prior QW record is not found, the Missing Prior QW Record Indicator is set and the FCR will check for the existence of a W-4. If a W-4 is not on NDNH, the Missing W-4 Record Indicator is set.

The FCR has added the following four new fields to a Filler area in the QW Redefine Section of the FCR NDNH Locate/Proactive Match Response Record (Record Identifier 'FN'):

  • Missing Prior QW Record Indicator (position 753),
  • QW Amount of Change (position 754-764),
  • QW Percent of Change (position 765-768), and
  • Missing W-4 Record Indicator (position 769).

The QW Filler field has been adjusted from 158 bytes (positions 753-910) to 141 bytes (positions 770-910). When the NDNH Match Type is 'N' (NDNH-to-FCR proactive response) and the Locate Source Response Agency Code is 'H98' the new fields will be populated.

2.4 Impact on States

The FCR will return the additional fields for NDNH-to-FCR proactive matches for QW only. Because these new fields will be located in the existing QW Filler area, State programming changes are not required until States are ready to accept the new data elements.

2.5 Input Record Specification

2.6 Output Record Specification

3. NATIONAL CHANGE OF ADDRESS INTERFACE (OCSE REF #2286)

3.1 Summary of Changes

The FCR is adding a new interface with the U.S. Postal Service's (USPS) National Change of Address (NCOALink®) database. States will have the option to check IV-D participants' addresses against the NCOALink database. The NCOALink database is a national database of address change information that is maintained by the USPS.

3.2 Background

This enhancement was requested by many States through multi-state and one-on-one conference calls. States participating in this interface will benefit in many areas of case management such as:

  • reducing undeliverable mail by using the most current address information available,
  • reducing forwarding mail fees,
  • reducing the need to generate postmaster letters to the USPS,
  • tracking participants as they move, and
  • expediting service of process.

3.3 Description of Changes

The FCR is offering States a new interface with the NCOALink. States that elect to participate must send a new FCR input transaction record, FCR Change of Address Verification Request Record (Record Identifier 'NC' with Verification Request Indicator of 'V'). The FCR will edit the input transaction to ensure that:

  • the person's SSN/Name combination is verified,
  • the person has no family violence,
  • the person is in a State's IV-D case, and
  • the address is in an acceptable format.

The FCR will check the address information to ensure Address Line 1 is present, the city is present, the State code is a valid State abbreviation or territory code, the ZIP code has a minimum of five numeric characters (left-justified in field) and not equal to zero. No foreign addresses should be sent to NCOALink.

The FCR will send valid change of address verification requests to NCOALink for matching.

The FCR will not return an Acknowledgement Record indicating that the change of address verification request was accepted or rejected. The FCR will return a new output transaction record, FCR Change of Address Verification Response Record (Record Identifier 'NC' with Verification Response Indicator of 'R') indicating the result of match or whether the request was rejected.

The FCR has also modified the output transaction record, FCR Response Trailer Record (Record Identifier of 'FX') to include new field Change of Address Verification Response Records (positions 230-237). This field contains the number of FCR Change of Address Verification Response Records that are being returned to the State. The Filler field has been adjusted from 691 bytes to a length of 683 bytes (positions 238-920).

States must complete an annual election form to participate in this interface. The form will include a filter option for States to suppress No Match Found responses (Change of Address Verification Response Code of '10').

3.4 Impact on States

Participation with the NCOALink will be optional for States. States that choose to participate must program their systems to send a new input transaction, the FCR Change of Address Verification Request Record, and must be able to process the new output transaction, the FCR Change of Address Verification Response Record.

The new input transaction, FCR Change of Address Verification Request Record (Record Identifier 'NC'), must be included in the FCR Batch Input File. These new transaction records must follow somewhere after the first record in the batch, the FCR Transmission Header Record (Record Identifier 'FA'), and before the last record, the FCR Input Trailer Record (Record Identifier 'FZ'), in a batch of transactions. The Record Count (positions 3-10) in the FCR Input Trailer Record must include the new input transaction records, FCR Change of Address Verification Request Records (Record Identifier of 'NC').

Due to constraints in the processing at NCOALink , there is a minimum of at least 100 request records per state per transmission. As a result, if the FCR receives a file from a State in which less than 100 records pass edits, these records will be held until enough additional records are received to total at least 100.

The new output transaction record, FCR Change of Address Verification Response Record will be included in the following files:

  • FCR Routine Batch Response.
    The new output transactions, FCR Change of Address Verification Response Records (Record Identifier 'NC'), will follow somewhere after the FCR Routine Batch Response Header (Record Identifier 'FB') and before the FCR Response Trailer Record (Record Identifier 'FX'). In the FCR Response Trailer Record, if the number of Change of Address Verification Response Records (positions 230-237) field is greater than zero, the FCR Change of Address Verification Request Record was not processed and was rejected because the FCR Batch Input File was rejected or the State does not have a signed NCOALink agreement with OCSE.
  • FCR Pending Resolution Batch Response.
    The new output transactions, FCR Change of Address Verification Response Records (Record Identifier 'NC'), will follow somewhere after the FCR Pending Resolution Batch Response Header (Record Identifier 'FE') and before the FCR Response Trailer Record (Record Identifier 'FX'). In the FCR Response Trailer Record, if the number of Change of Address Verification Response Records (positions 230-237) field is greater than zero, the FCR Change of Address Verification Request Record was not processed and was rejected because the FCR Batch Input File was rejected or the State does not have a signed NCOALink agreement with OCSE.
  • FCR Locate Batch Response.
    The new output transactions, FCR Change of Address Verification Response Records (Record Identifier 'NC'), will follow somewhere after the FCR Locate Response Batch Header (Record Identifier 'FL') and before the FCR Response Trailer Record (Record Identifier 'FX'). In the FCR Response Trailer Record, the number of responses returned from the NCOALink match process and the rejected responses from the process is contained in this new field count Change of Address Verification Response Records (positions 230-237).

When a State is ready to begin the FCR-to-NCOALink interface, the FCR Change of Address Verification Annual Election and Agreement Form, shown in Figure 3-1 must be completed and sent to the FCR Options Coordinator, as indicated below. Upon receipt, OCSE will send the State an Information Package containing the USPS' NCOALink Processing Acknowledgement Form (PAF). The State must return the signed PAF to OCSE.

The interface will take effect as soon as both forms are processed and will continue until the following September 30. Each year the State must re-certify participation for the FCR-to- NCOALink interface and will have to complete both forms before September 30 to continue the interface without interruption.

3.5 Input Record Specification

3.6 Output Record Specification

4. ADD NEW SVES SSN VERIFICATION PROCESS (OCSE REF #2421)

4.1 Summary of Changes

The FCR's SSN/Name Verification process is being enhanced to include additional verification routines from SSA's State Verification Exchange System (SVES) verification process for Person Add, Change and Locate transactions. The two routines being added are the ignore surname and SSN correction routines.

The FCR will use the SVES verification routine that ignores surnames. This routine verifies the person's SSN, first three characters of the first name, the middle initial, and month/year of the Date of Birth against SSA's databases, NUMIDENT, Title II and Title XVI. If SVES returns a verified code from the ignore surname routine, the FCR will return 'V' in the SSN validity code in the Acknowledgment record.

The FCR will also use the SVES correction routine. This SVES correction routine locates the verified SSN by substituting every number in the input SSN with every other number in the input SSN. This routine resolves transcription errors. If the FCR receives a corrected SSN from this routine, the FCR will return 'C' in the SSN validity code in the Acknowledgement record and the corrected SSN.

4.2 Background

If a participant's SSN/Name combination does not verify, proactive matching and Locate Responses are not provided to the States. FCR's implementation of SVES SSN verification process will help to increase the chances of verifying a name and SSN for such persons, thereby providing additional locate and proactive data to States for processing child support cases.

4.3 Description of Changes

The FCR will send a SVES SSN Verification Request to SSA if the person has a valid date of birth and has failed Enumeration Verification System (EVS) and name match routines. If SVES verification returns a verified SSN/Name combination from the ignore surname routine, the FCR will place a 'V' for verified in the SSN Validity Code field (position 641) of the FCR Person/Locate Request Acknowledgement/Error Record (Record Identifier of 'FS'). If the SVES verification process returns a corrected SSN, the FCR will place a 'C' for corrected in the SSN Validity Code field (position 641) of the FCR Person/Locate Request Acknowledgement/Error Record (Record Identifier of 'FS'). The corrected SSN will be put in Provided/Corrected SSN (position 642-650).

4.4 Impact on States

States will not be impacted by this change.

5. RECYCLE UNVERIFIED SSN/NAME COMBINATIONS (OCSE REF #2479)

5.1 Summary of Changes

The FCR is being modified to resubmit IV-D case participants with unverified SSN/Name Combinations to the SSN verification process after 90 days. The FCR will return an FCR Person/Locate Request Acknowledgement/Error Record with a special batch number if an SSN/Name Combination verifies in this manner. No acknowledgement records will be returned if the SSN/Name Combination is unverified or pending verification. SSN/Name Combinations that verify are eligible for proactive and locate matching.

5.2 Background

Unverified SSN/Name participants are not eligible for proactive matching and locate processing. Some FCR participants, however, may undergo a change to their identifying information at SSA after they are active FCR participants, and some of these changes could result in a verified SSN/Name Combination. Some States do not have a process that can resubmit the unverified FCR participants to the FCR for SSN verification again. A recent pilot project to 'recycle' unverified SSN/Name Combinations yielded an additional 18% verified participants whose records had not been changed on the FCR.

5.3 Description of Changes

The FCR will implement a weekly sweep of IV-D cases for SSN/Name Combinations that have been unverified for 90 days or longer, and resubmit them to SSA for verification. The FCR will return an FCR Person/Locate Request Acknowledgement/Error Record (Record Identifier of 'FS') when the SSN/Name Combination does verify. A special batch number of all zeros will indicate that this acknowledgment is a result of recycling unverified SSN/Name Combinations. An SSN/Name Combination that verifies is eligible for proactive and locate matching processes. No Acknowledgment records will be returned to the State if the SSN/Name Combination is unverified or pending verification.

5.4 Impact on States

States may see old registered FCR participants verified and receive proactive matching on participants. States will receive a special batch number – all zeros – in the acknowledgement record, FCR Person/Locate Request Acknowledgment/Error Record (positions 679-684), to identify this record is the result of the FCR Recycle Unverified SSN/Name Combination.
