TO: STATE AGENCIES ADMINISTERING THE CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT, AND STATE AGENCIES ADMINISTERING PUBLIC ASSISTANCE PLANS APPROVED UNDER TITLE IV-A AND OTHER INTERESTED INDIVIDUALS

SUBJECT:Referrals of Unemployed Absent Parents

BACKGROUND:Judges have expressed concerns about the number of unemployed absent parents appearing before them on child support matters.

ACTION:State and local IV-D employees who have contact either in person or by telephone, with absent parents who are unemployed, should refer them to available State or local employment programs, including but not limited to the appropriate State Manpower agency and the State or local sponsor of the Comprehensive Employment and Training Act provisions.
