SUBJECT: COMPUTER MAINTENANCE COST REIMBURSEMENT FOR OPERATIONAL CHILD SUPPORT ENFORCEMENT (CSE) SYSTEMS.

TO: STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED OGANIZATIONS.

PURPOSE: Questions have been raised regarding the reimbursement of maintenance costs for CSE systems developed under enhanced Federal Financial Participation (FFP) rates. It is the intent of this Action transmittal to clarify this issue.

BACKGROUND:Under the funding authority provided by P.L. 96-265, the Office of Child Support Enforcement (OCSE) is authorized to fund the planning, design, development and installation of CSE systems at an enhanced FFP rate. The implementation regulations at 45 CFR Part 307 together with Title IV-D's Guide for States seeking enhanced funding, include authorization of enhanced funding during the operational phase of these systems for hardware and operating/vendor software.

INSTRUCTION:OCSE considers enhanced funded computer hardware costs to include lease or purchase of computer equipment, proprietary operating/vendor software, and communications equipment necessary for operating the statewide, comprehensive system.

OCSE considers such items as maintenance costs, utility costs, supplies, major renovations to house computers, special types of furniture for terminals etc., applications software, personnel costs, direct or indirect overhead charges to be reimbursible at the regular (non-enhanced) FFP rates.
