TO: STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS

SUBJECT: Notice of Proposed Rulemaking - Retroactive Modification of Child Support Arrears

ATTACHMENT: Attached is the proposed rule, published September 14, 1987 in the Federal Register, which would implement section 9203 of Public Law 99-509, the Omnibus Budget Reconciliation Act of 1986. Public Law 99-509 amends section 466(a) of the Social Security Act effective October 21, 1986. Section 9103 requires that States have in effect laws which require that any suport payment is a judgment entitled to full faith and credit in any State and is not subject to retroactive modification.
