SUBJECT:A Guide for States Seeking Enhanced Funding for the Development or Enhancement of a Computerized Child Support Enforcement (CSE) System.

TO:STATE AGENCIES ADMINISTERING CHILD SUPPORT ENFORCEMENT PLANS APPROVED UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS.

ATTACHMENT:Attached is a copy of the Automated Systems for Child Support Enforcement: A Guide for States Seeking Enhanced Funding which is to be used by States in preparing and submitting an Advance Planning Document (APD) to the Office of Child Support Enforcement (OCSE) for approval of enhanced Federal Financial Participation (FFP) for computerized CSE systems.

BACKGROUND:Regulations providing enhanced FFP in the planning, design, development and implementation of CSE systems require that States submit an APD to OCSE for prior approval. Specific requirements include that the project be the sole effort for development of the State CSE system; that the system meet all of the core functional requirements of case initiation, case management, financial management, enforcement, security and privacy, and reporting; and that the project be completed within a reasonable timeframe at minimal cost.

CONTENT:This guide documents the procedures of applying for enhanced funds and provides system requirements of a statewide, comprehensive system. This Guide is not limited to ninety percent (90%) efforts, as States developing systems at the regular funding rate will also benefit from the material. Accordingly, this Guide addresses:

-the systems acquisition requirements, the core functional requirements and allowablecosts;

-the advance planning document process;

-the monitoring of system development through compliance reviews; and

-the criteria for certification of a child support enforcement system.
