Pre-offset Notices
June 7, 1990 DC-9016
TO ALL STATE IV-D DIRECTORS
Dear Colleague:
Time is rapidly approaching for the initial preparation for the 1991 processing year. One of the first phases of the offset process is the pre-payment of the cost for OCSE to print and mail the processing year 1991 pre-offset notices in September and October 1990. Due to increases in the cost of envelopes and contractor costs associated with the actual mailing of the notices we have determined the cost per pre-offset notice to have increased to $.29.
We would also like to remind you that States who elect to have OCSE issue the pre-offset notices, will be required to provide advance payment before July 15. The enclosed form should be completed and returned to OCSE along with your check. The check should be made payable to the Office of Child Support Enforcement and should cite appropriation number 7501500 and can number 0G856029. For those States that require a Federal Tax I.D., the number is 53-019-6960.
If at the time of final tape submittal (September 17), it turns out that the State estimate was too low, the State must include a check for the balance due. If the estimated caseload is too high, resulting in an overpayment, the State will be issued a refund for the excess amount following the completion of the pre-offset mailing.
