ABA's Interstate Child Support Remedies training symposium

TO STATE IV-D DIRECTORS
Dear Colleague:
I am pleased to announce that the American Bar Association's Child Support Project will present an Interstate Child Support Remedies training symposium via satellite, tentatively scheduled for March or April, 1991.
One advantage of a satellite conference is the opportunity afforded to participants from any viewing site around the country to telephone in questions at any time during the broadcast. The questions will be addressed during the presentation. Questions regarding another State's procedure can be addressed by synposium faculty or even directly by a representative of that State from his or her viewing site.
Another advantage of this type of training is that it allows participants to receive national information without having to bear the costs of travel and per diem associated with attending a national cnference.
Topics of discussion will include the various interstate remedies: long-arm statutes, URESA, interstate income withholding, withholding against employers who "do business" in income tax refund intercept, enforcing a local order, and enforcement against the military.
As you know, interstate child support issues have been and continue to be a major stumbling block to the effective establishment and enforcement of orders. Recognizing this, the Family Support Act of 1988 required the appointment of an Interstate Child Support Commission to recommend ways to improve interstate Child Support Act of 1988 required the appointment of an Interstate Child Support Commission to recommend ways to improve interstate establishment and enforcement of child support awards. Margaret Haynes, Director of the ABA's Child Support Project, is the Commission Chair and will be one of the satellite symposium presenters.
Interstate enforcement is also being addressed by the National Conference of Commissioners on Uniform State Laws through a revision of URESA. The work of both the Interstate Child Support Commission and the National Conference of Commissioners will be discussed at the symposium.
Panelists will also look at how the Family Support Act's requirements for periodic review, and guidelines as rebuttable presumptions affect interstate establishment and enforcement.
The faculty for the program will consist of national experts in the field of interstate child support remedies. The program, which will last 4 hours, will be broadcast live from Washington, D.C. to 70 already-established sites around the country, starting at 12:00 noon, to allow for simultaneous live reception throughout the country. A list of sites is enclosed. Each site can seat a minimum of 50 people. Most Holiday Inn hotels and some corporate offices have viewing sites which may be rented. The American Law Network will arrange a temporay site, if your State does not already have one conveniently located for viewing.
The ABA Child Support Project recommends (and I concur) that you coordinate a training at your State'd site immediately before or after the symposium that focuses on your State's specific laws and procedures. The Project has agreed to assist States in preparing for the State-specific part of the training.
It is estimated that participation in the satellite conference will not exceed $2,000 per State. If your area does not have an already-established site, however, there will be an extra charge of about $1,000. All IV-D and interstate personnel--caseworkers and supervisors, central registry personnel, prosecutors, policy makers, etc.--may attend. You may also wish to invite representative of the judiciary, to private bar, chamber of commerce, or other interested groups. Some States may wish to offset their costs by charging a fee to these non-IV-D groups.
I urge you to participate in the symposium and advise you to budget now for it. As a reminder, your costs ae reimbursable at the normal Federal matching rate for administrative expenses. I do hope you will be able to take advantage of this excellent training opportunity.
