Direct Access to FPLS

TO ALL STATE IV-D DIRECTORS

RE: Direct Access to the Federal Parent Locator Service (FPLS)

Dear Colleague:

Currently all State Parent Locator Service (SPLS) offices and several large local IV-D offices have been given direct access to the Federal Parent Locator Service (FPLS) system. However, due to the increase in the SPLS caseload and advanced FPLS systems technology, we are taking this opportunity to remind you that you may request that local IV-D agencies be authorized for direct access to the FPLS.

Direct access is especially beneficial for those jurisdictions that do not yet have a statewide computer system. Having direct access reduces the turn around of requested data which will help enhance your efforts in locating absent parents and/or their employers within the program standard time frame. This will free up the SPLS to process requests for small jurisdictions. The only technical requirements for direct access is that the jurisdiction's PC have a modem or have the ability to submit data via a computer tape.

If you are interested in providing direct FPLS access to some of your jurisdictions, please complete and return the enclosed Authorization for Direct Access and the Transmittal Certificate to the FPLS staff.
