RE: The Second Collection Report for 1992

Dear Colleague:

We are pleased to forward to you the second collection report for the 1992 Federal Tax Refund offset Program. Enclosed is the collection report representing the tax refund offsets for the month of March 1992 minus the service fee and nay adjustments made during this period for the 1984 through 1992 processing years. The net collection total for March is $187,064,827. The electronic funds transfer should be effected on April 7, 1992. Enclosed where appropriate is a copy of the March 1992 Collection/Adjustment/Address Report and the corresponding name change report.

The March 1992 net collection total for 263,720 offsets is $187,064,827 as compared to the net collections for March 1991 of $116,066,284. This represents an increase of approximately 61% over the same time period in 1991. Likewise, the year-to-date net collections have increased from $152,425,217 in processing year 1991 to $253,884,178 in processing year 1992 or an increase of over 66%. The IRS attributes this increase to taxpayers filing much earlier than usual.
