RE: Initial Preparation for the 1993 Processing Year

Dear Colleague:

Time is rapidly approaching for the initial preparation for the 1993 processing year. One of the first phases of the offset process is the pre-payment of the cost for OCSE to print and mail the processing year 1993 pre-offset notices in September and October 1992. Due to increases in the cost of envelopes and the contractor's costs associated with the actual mailing of the notices we have determined the cost per pre-offset notice to have increased to $.32 from $.30.

We would also like to remind you that States who elect to have OCSE issue the pre-offset notices, will be required to provide advance payment before July 15, 1992 along with exhibit AA. A copy of exhibit AA is enclosed and should be completed and returned to OCSE along with your pre-payment check. The chick should be made payable to the Office of Child Support Enforcement and should cite appropriation 7521536 and can number 21996428. Those States that require a Federal Tax I.D., the number is

53-019-6960.

If at the time of final tape submittal (September 18), it turns out that the State estimate was too low, the State must provide an additional check at this time to cover the under estimation. If the estimated caseload is too high, resulting in an overpayment, the State will be issued a refund for the excess amount following the completion of the pre-offset mailing.
