Tax Refund Offset Program Processing Year 1993

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

Enclosed please find the Action Transmittal regarding the Federal Tax Refund Offset Program's Processing Year (PY) 93. From the start of the Offset Program, each year we have tried to make changes to improve its efficiency while continuing to ensure fair treatment of taxpayers and their dependents. The changes for PY93 are underlined in the transmittal. Please share the enclosed information with appropriate program and technical staff so proper procedures can be established and deadlines met with accurate information.

The Federal Office of Child Support Enforcement (OCSE) deadlines are established based on Internal Revenue Service (IRS) processing dates. Consequently, it is imperative that all States abide by the timeframes and dates set out in these instructions. Since some of the dates have changed for PY93, please review the schedule to ensure that deadlines are met. States should not call for deadline extensions.

Some important date changes for PY93 are:

oJune 1 - July 10: new test tape period;

oAugust 24: the earliest date for submitting final tapes to OCSE;

oAugust 28: States to provide Exhibits R, S, M, X , and BB. Local Address tapes due to OCSE; (Please note that this is a new tape format from last year.)

oSeptember 18: the due date for final submittal tapes from States for which OCSE issues pre-offset notices;

oDecember 4: the due date for final submittal tapes from States that issue their own notices.

oDecember 11: the new cut-off date for OCSE to accept updates for PY93 cases before they are sent to IRS.

oDecember 18: the new cut-off date for reporting PY92 updates. Remember, no cut-off date for State payments.
