Reimbursement from States for use of FPLS

TO ALL STATE IV-D DIRECTORS
Dear Colleague:
The Office of Child Support Enforcement (OCSE) published a regulation in the Federal Register on June 24, 1992 (57 FR 28103) which amended the Federal regulations at 45 CFR 303.70 to require reimbursement from the States for the use of the Federal Parent Locator Service (FPLS) for cases in which there is no required assignment of support rights to the State. OCSE disseminated that policy in OCSE-AT-92-01, dated July 6, 1992.
Enclosed please find a copy of the Action Transmittal which outlines the billing procedure for submitting Non-AFDC, locate only and parental kidnapping/child custody cases to the FPLS. For fiscal year 1993, the cost for submitting all three types of cases to the FPLS will be $.70 per case.
OCSE reviewed the costs of operating the FPLS which include fees charged by the Internal Revenue Service and the State Employment Security Agencies, data processing costs and operation costs such as salaries and benefits. Each year OCSE will notify the States by June 15th of any changes in the user's fee for the next fiscal year.
