RE: The Enumeration Verification System (EVS)

Dear Colleague:

The office of child support enforcement is pleased to announce the development of a new system, the Enumeration Verification System (EVS), Which can be used by state child support agencies to verify social security numbers of noncustodial parents in order to establish and enforce child support orders. Enclosed for your information is AT-92-07 which describes the system and contains instructions for submitting cases.

This new system provides States an excellent opportunity to identify instances in which noncustodial parents have bee legally assigned multiple social security numbers by the Social Security Administration. In addition, States will be able to correct social security numbers in which there is an error such as a transposition of two numbers.

The results form tests conducted by two jurisdictions are extremely encouraging. One jurisdiction, by submitting approximately 165,000 cases, was able to identify 2,394 individuals with multiple SSNs were identified and a total of 9,658 corrected SSNs were returned to the State.

Through utilization of this system, States should be able to increase collections form State and Federal Tax Offset Programs in addition, there is a role for EVS as States clean up cases for conversion to statewide automated systems. We strongly encourage all states to take advantage of this system.
