Eighth Collection Report for 1992 Federal Tax Refund Offset Program

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

We are pleased to forward to you the eighth collection report for the 1992 Federal Tax Refund Offset Program. Enclosed is the collection report representing the tax refund offsets for the month of September 1992 minus the service fee and any adjustments made during this period for the 1984 through 1992 processing years. The net collection total for September for 12,920 offsets is $4,952,156. The electronic funds transfer should be effected on October 7, 1992. Enclosed where appropriate is a copy of the September 1992 Collection/Adjustment/Address Report and the corresponding name change report.

The year-to-date net collections have increased from $515,279,380 in processing year 1991 to $632,258,673 in processing year 1992 or an increase of almost 23%.

We would also like to inform you that the IRS service fee for the Federal Tax Refund Offset Program will increase from the current

$4.65 per offset to $5.19 per offset effective on the first collection report in February 1993. The increase in the fee can be attributed to an increase in the IRS cost to administer the

program. Please inform the appropriate program people of this

change.
