RE:Measuring Excellence Through Statistics (METS) Periodic Reports

Dear Colleague:

Enclosed is the first of a series of Measuring Excellence Through Statistics (METS) Periodic Reports. One of the objectives of the METS Initiative is to develop a new periodic report that focuses on achievements and can be used by the States to share their accomplishments and promote their successes. We have chosen the important area of paternity establishment for the first effort in response to this objective.

States have made progress in the area of paternity establishment. They have served as "laboratories" for developing and testing new and innovative procedures that go beyond the requirements of Federal mandates. They have made this progress in the face of vastly expanding need and tight fiscal situations. This report highlights innovations which have contributed to this progress.

After this first report, we will be issuing these papers periodically as the METS initiative progresses. We look forward to your comments on this initial effort and would very much like to have your ideas on other areas that might be addressed.

We also plan to publish a detailed guide which lists, on a state-by-state basis, legislation, gubernatorial initiatives, and program practices in the area of paternity establishment.
