Best Practices Compendium

TO ALL STATE IV-D DIRECTORS
Dear Colleague:
The first annual State Best Practices Compendium was disseminated to you last October. This document is a compilation of best practices submitted by the States at the request of The Office of Child Support Enforcement. Its purpose is to facilitate the sharing of ideas on program functions and management which particular States view as especially effective or innovative. It is intended to provide the reader with ideas and strategies which might be beneficial or stimulate different approaches to problems or areas where improvement is needed. We wanted this document to serve as a convenient source of state-of-the-art ideas and technologies as we strive to improve the performance of our Program.
There has been a large demand for the Compendium. We would like to update it with new ideas and practices. You are encouraged to submit any new or revised best practices which you feel are worthy of
national dissemination and which will be considered for inclusion in the updated Compendium. These nominations should be submitted via the attached Child Support Best Practices Identification Form by June 1, 1993. Please copy the form and provide it to your local offices to encourage their continuing input into the process of best practice identification.
To be considered, a best practice should produce benefits which can be objectively demonstrated. The best practice may be from any of the child support functions or phases of the process including management and supervision. It may include relationships with other agencies, public relations and training. The Compendium's table of contents is attached to illustrate the range of topics included.
We trust you will give this serious consideration. We would like to hear from all of you.

Attached for your information is a copy of a "Dear Colleague" letter requesting the States provide new ideas and practices with which we might update the Compendium this summer. It was mailed on April 1, 1993.
We will be sharing the responses with you to get your input as to the adequacy of the description and significance of the best practices submitted to determine whether the practices identified should be included in the updated Compendium.

SUBJECT:STATE BEST PRACTICES IN CHILD SUPPORT ENFORCEMENT
BACKGROUND:Attached is a compendium of best practices submitted by the States at the request of The Office of Child Support Enforcement. The purpose of this document is to facilitate the sharing of ideas on program functions and management which particular States view as especially effective or innovative. It is intended to provide the reader with ideas and strategies which might be beneficial or stimulate different approaches to problems or areas where improvement is needed.
The document is divided into the following child support functions:
- location;
- paternity establishment;
- enforcement; and
- collection.
In addition, there is a section on management and sections on the following areas of concern to child support:
- medical support enforcement;
- streamlining hearing procedures;
- service of process;
- public relations/outreach; and
- training.
