Tax Refund Offset collection report

TO ALL STATE IV-D DIRECTORS

Dear Colleague:

We are pleased to forward to you the sixth collection report for the 1993 Federal Tax Refund Offset Program. Enclosed is the collection report representing the tax refund offsets for the month of July 1993 minus the service fee and any adjustments made during this period for the 1988 through 1993 processing years.

The electronic funds transfer should be accomplished on August 6, 1993. The net collection total for July for 31,816 offsets is $16,048,809. The year-to-date total for processing year 1993 is $594,623,400 for 895,182 offsets as compared to $619,683,482 for 933,818 offsets for processing year 1992. The IRS attributes the decline in collections to the change in percentages of withholdings initiated at the beginning of tax year 1992. Enclosed where appropriate is a copy of the July 1993 Collection/Adjustment/ Address Report and the corresponding name change report.

We would also like to remind you that an Action Transmittal (AT) for the Tax Refund Offset program for processing year 1994 will not be issued this year because there are no changes to the

program. Therefore, the most current AT being used is 92-3 dated August 6, 1992. A "Dear Colleague" letter (DC-93-22) indicating date changes for processing year 1994 was issued on May 28, 1993. Please ensure that the tax offset coordinator in your office is aware of these very important date changes.
