TO STATE IV-D DIRECTORS

RE: Certifications of Compliance

Dear Colleague:

As you know, the Federal Parent Locator Service (FPLS) annually requires all States to submit certifications of compliance with safeguard and security requirements relating to locate information received from the FPLS. This is our method of reminding you of your responsibility as a IV-D Director to safeguard and protect data returned from the FPLS. With the increasing number of local offices receiving direct access to obtain FPLS data, security becomes an even greater concern. Managers of local offices are equally responsible for safeguarding and securing this data; therefore, annual certifications are required from IV-D Directors and managers for each jurisdiction with on-line access to the FPLS.

We are requesting that you complete the certification form and return it to the FPLS by September 30, 1993. This will cover the period of October 1, 1993 through September 30, 1994.

In addition, if you submit cases via computer tape, hardcopy or MITRON, a separate transmittal must accompany each tape transaction or batch of hardcopy requests. Currently, only Guam and the Virgin Islands are authorized to submit hardcopy requests.

We have enclosed three samples of transmittal certifications and guidelines to good security practices developed by our computer security officer. Please share the guidelines with your staff. Sample "A" provides an example of the annual transmittal certification required by all States and local jurisdictions with on-line access. Sample "B" provides an example of a transmittal that can be used by States submitting cases on tape. If you submit cases via MITRON, sample "C" is an example of a transmittal that must be facsimiled to the FPLS. Sample "C" is also used by States submitting hardcopy requests. All forms should be on State letterhead with the signature of the State

IV-D Director or designee.
