Arrearages on full-collection cases

TO ALL STATE IV-D DIRECTORS PARTICIPATING IN THE FULL COLLECTION PILOT PROJECT
Dear Colleague:
This memo is to instruct all States participating in the pilot project how to report any downward modifications or deletions of arrearages on a full collection case. As a reminder, States will be unable to increase the arrearage amount for the pilot project cases.
Now that Internal Revenue Service (IRS) is beginning activity on the pilot cases, you may find it necessary to modify downward the arrearage that was certified; i.e., the non-custodial provides proof that the arrearage should be lower, the non-custodial parent makes a partial payment to the child support office or an offset occurs. Report the modified arrearage on the revised application - OCSE FORM 20. If the non-custodial parent pays the entire balance due to the child support agency, use the same application to delete the case. For your convenience a copy of OCSE FORM 20 has been enclosed. You should complete areas numbered 1 and 2 and ensure that the appropriate signature and date are on the second page. To assist OCSE in tracking any money collected during the pilot if the modification or delete is due to a collection, please indicate how much was collected on a separate sheet of paper.
